I-PAS/Challenge Initiative

The I-PAS (Increasing Proficiency for All Students)/Challenge Initiative is an outgrowth of the original Challenge Schools Initiative created in 1992 by the Maryland General Assembly [Annotated Code of Maryland Section 5-204] to provide additional funding to improve student performance.
