Special Circumstances for Student Enrollment
 
Adoption:
If the student is adopted, please notify the Pupil Accounting and School Boundaries Office with the date of adoption. A copy  of the adoption decree must be in the child’s folder.
 
Court-Appointed Guardians:
Final court order signed by a judge only.  No pre-trial papers from DC, no petitions from Prince George’s County Circuit Court, no temporary court orders, no powers of attorney and no notarized statements- Refer the person trying to register to the Department of Pupil Accounting and School Boundaries.   DO NOT REGISTER STUDENT.
 
Foreign Students: 
Any student who is not a U.S. citizen, including immigrants and non-immigrants, or where English is not the primary language at home, should be referred to the International Student Guidance Department (ISGO) for an interview and assistance in completing registration forms. Students may not be accepted into school until such an interview has taken place.
 
Students who enroll through the International Student Guidance Department are sent to the school assigned to their address or, if they qualify for enrollment in an English for Speakers of Other Languages (ESOL) class and their assigned school does not have the ESOL Program, they are sent to the ESOL center school that serves their address.
 
After registration at the ISGO, the family will bring a packet of registration papers from the ISGO to the school.
 
The packet contains a checklist of all the paperwork completed or still needed.
The packet contains information indicating the ESOL instructional level or documents stating the ESOL instruction is not needed (mandated by Federal Law). Once the ISGO has provided the parent with the above items, please proceed to Items Needed for Registration. 
 
Foster Parents:
Cases from Prince George’s County Department of Social Services (DDS) should have a letter from the DSS in Prince George’s County.  This foster parent may register. 
 
Cases from the District of Columbia will need a Tuition Contract, PA26/27 (Provided by Pupil Accounting and School Boundaries), which is signed with the name of the caseworker and supervisor.  Call the Department of Pupil Accounting and School Boundaries if you do not have a contract and DO NOT REGISTER STUDENT.  A NEW CONTRACT IS REQUIRED EVERY YEAR.
 
Homeless-In-Prince George’s County:
Register student and follow guidelines in Administrative Procedure 5010.  Use STATUS CODE (0).
 
Homeless-Out-Of-County:
Have Person registering child fill out Pink form (PA-29).  School personnel registering student call Pupil Accounting and School Boundaries BEFORE ADMITTING STUDENT.  USE STATUS CODE (7).
 
Out-of-County Living Arrangement:
The Application for Request to Enroll Nonresident Student, PA28, should be completed by the social worker, faxed to the Department of Pupil Accounting and School Boundaries for review before registering the child.
A NEW CONTRACT IS REQUIRED EVERY YEAR.
 
Parents and Children Living with Relatives or Friends:
Notarized Statement accompanied by lease/deed, mortgage statement, tax assessment, rental receipt, W-2 from relative or friend is REQUIRED.
 
Special Education Students:

Notify the Department of Special Education for detailed information.  Once the parent has all the necessary documents, please proceed to Items Needed for Registration.  If this is not the proper situation, please continue.
 
Special Education Students Needing Tuition Contracts:
Enroll students with a current IEP from districts of other counties in the State of Maryland or other states without the benefit of a tuition contract.  PLEASE CALL PUPIL ACCOUNTING AND SCHOOL BOUNDARIES BEFORE ENROLLING.
