Wards of the District of Columbia
 
Status Code 6:

If a student is being enrolled by a foster parent, who has been placed by District of Columbia Child and Family Services, call (301-952-6304).  Please have the student’s name, birth date and IEP, if applicable.  The student is not to be enrolled until an authorized contract is received in Pupil Accounting and School Boundaries.  Until Board of Education Policy #5118, Nonresident Students, is officially modified, the Pupil Accounting and School Boundaries Office is directing all school registrars to enroll students with a current IEP without the benefit of a tuition contract.  However, you must still notify Pupil Accounting and School Boundaries with information of the student so an authorized tuition contract may be obtained.
 
If a staff member from Pupil Accounting and School Boundaries verbally states than an authorized contract is present, the child may be enrolled in your school by the foster parent, not a caseworker.  All of the other required documents (proof of birth, shot records, last report/transfer card, proof of residence) must be received upon registration.
 
Once registration has been completed at the school, please enter the data into the AS400.  The school should identify the student with a status code ‘6’.  Call Mrs. Lin Firment with the student’s number.  At that time Mrs. Firment creates a file for the student, places the student into the tuition bill file and then will forward a copy of the PA26/27, Tuition Contract, to the school.
 
Do not add/delete a status code ‘6’ without the knowledge of Pupil Accounting and School Boundaries.
 
If the student is adopted, please obtain a copy of the adoption decree and attached to the PA14, Student Registration Form.  Please fax a copy of the decree to Mrs. Lin Firment before eliminating the status code.  This may also require you to change the student’s name.
 
A new contract is required each year for all students or if the child is placed into a new foster home.
 
Registering for the First Time:
When a foster care parent comes to the school to register a child who is a ward of the District of Columbia, Pupil Accounting and School Boundaries should already have a copy of the tuition contract.  When enrolling the student, the foster care parent is to follow all other procedures for registration; such as providing proof of residence, shot records, etc. The school should identify the student on the computer database as a STATUS CODE '6'.   (See below for further instructions for students with a current IEP.)
 
Renewal of the Tuition Contract:
Contracts must be renewed each year.  Prior to the first day of school every school will receive a list of students that have signed contracts. At the same time, another list will be sent containing the names of those students who do not have signed contracts.
 
(IEP) Special Education Students:
Enroll students with a current IEP from districts of other states without the benefit of a tuition contract.  Notify Pupil Accounting and School Boundaries that a contract will be needed for the student.  It will then be the responsibility of Pupil Accounting and School Boundaries to obtain a contract.
 
IF THERE IS NO SIGNED CONTRACT,  (EXCEPT STUDENTS WITH AN IEP),  DO NOT ALLOW THOSE STUDENTS TO ATTEND UNTIL PUPIL ACCOUNTING AND SCHOOL BOUNDARIES DEPARTMENT NOTIFIES YOU THAT A NEW PA26/27 IS ON FILE.
 
 
Wards of Other Maryland Counties
 
Status Code 3:
 
If a student is being enrolled by a foster parent or from a group home and was placed by another Maryland County, the student must have an Application/Contract, PA28, Request to Enroll Nonresident Student  (Student Placed by a State of Maryland Approved Agency) before enrolling.  When enrolling the student on the computer, be sure to place a ‘3’ in the status code field.  This will identify the student as a ward of another Maryland County.  Fax  (301-952-6784) a copy of the PA28 to the Department of Pupil Accounting and School Boundaries.  NEW CONTRACTS ARE REQUIRED EACH YEAR FOR ALL STUDENTS WHO ARE WARDS OF OTHER MARYLAND COUNTIES.
 
Special Education Students:
Enroll students with a current IEP from districts of other counties in the State of Maryland without the benefit of a tuition contract.  Please continue to complete the Application to Request to Enroll a Nonresident Student, PA28, for students from counties in the State ofMaryland.  The foster parent is still required to provide proof of residency.  Call the Department of Pupil Accounting and School Boundaries while the foster parent is in the school for further clarification.
