Withdrawing a Student
 
When a student moves out of your school’s attendance area or decides to terminate his or her education prior to graduation, it becomes necessary to withdraw that student.  When withdrawing students, complete the Withdraw Code and Withdraw Date fields. The withdraw date should be the next valid school day after the student's last day in attendance.
 
 
Who May Withdraw a Student:

Only the person who registered the child may withdraw a child from school, unless:

  • There has been a court order removing the custody rights of the person who registered the child, and the person withdrawing the student is the legal custodian/guardian.
  • It is not possible for the person who registered the child to do so (e.g. the parents are incarcerated, deceased, hospitalized, unable to be located, etc.) and the person withdrawing the child is a custodial parent/guardian.
  • The person who registered the child should not have been permitted to register them in the first place and the person withdrawing the child is a custodial parent/guardian.
  • You are directed by court order or the Department of Pupil Accounting and School Boundaries to do so.

Summer Withdrawals / No Shows:
In the concept of continuous pupil accounting, a student continues his/her enrollment from one school year (accounting period) to the next (accounting period). During the summer months, many families move from one locality to another, students decide to terminate their public school enrollment, and other students terminate their formal education program. The names of these students cannot be removed from the enrollment list without knowledge of their whereabouts. They must be given a summer withdrawal date and withdrawal code in accordance with the provisions used for withdrawals during the regular September through June accounting period.  All students who fail to appear by mid-September, no shows, must be given a summer withdrawal date (Pupil Accounting always uses 0824yy unless the date falls on a weekend, then we would notify the schools of the summer withdrawal date for that school year.
 
Each school must generate, from the computer, class lists prior to the first day of school.  This report will contain the names of the students expected to enroll at your school.  There are always students listed who do not enroll for various reasons.  It is essential that these “no-show” students be withdrawn on or before the close of school approximately eight days from the first day of school.  A yearly Bulletin will specify the specific date each year.

The following procedure will assist you with the no-show students:

  • Students’ names on the class list must be initialed by the teacher that the pupil has been physically sighted and has attended the school.  Any student not on the class list shall be added with the name, student number and grade.  This class list shall be collected and kept in the main office for state documentation purposes for three years.
  • A student who is continuing in the same school from the previous year or who is transferring from another school in Prince George’s County because of promotion, change of residence, etc., is to be marked absent for each day he/she fails to show up prior the specified date.
  • If a student has not been in attendance by the specified date, he/she MUST be withdrawn, as a summer withdrawal, with the appropriate code and the summer withdrawal date.  Attendance information must also be adjusted.
  • In the case of a student who did appear, but has had prolonged absences during SEPTEMBER, and who was not in attendance on the last day of September, every effort must be made by school officials to review reasons for the continued inclusion of such a student in the September enrollment count.  In the absence of supporting evidence, this student MUST be withdrawn before the last day in September.

The initial withdrawal code for many of the “no-show: students may be “W50” (undetermined status).  However, school personnel should make every effort to determine where the student has gone so that the correct withdrawal code can be submitted.  At a minimum, the following steps should be taken:

  • Check with other school personnel; such as the vice-principal, counselor, guidance secretary, school secretary or clerk.
  • Ask other students or neighbors.
  • Send a postcard or call the home
  • If, after these steps have been taken, you are still unable to locate the student, refer the matter to your Pupil Personnel Worker.  The Pupil Personnel Worker will then investigate and report back to you.  Please do this as early as possible.
  • If the W50 code is not changed, it will be counted as a drop-out code for secondary schools.

It is desirable if these codes are changed prior to October 15.  Enrollment information is submitted to the Maryland State Department of Education and these students affect the September enrollment counts that we receive federal monies.
NOTE: 

  • A student CANNOT enroll and withdraw at the same school on the same date.
  • A student CAN enroll and withdraw on the same date from different schools.
  • A student's withdraw date is the next valid school day after his/her last day in attendance.
  • A withdraw date is NOT a day belonging.  If a student is eliminated from your school’s database or have any doubt regarding the determination of the appropriate code, please notify the Department of Pupil Accounting and School Boundaries for assistance.

W Codes – Withdrawals/Terminations

The codes listed below may be used in conjunction with the W code and indicate a termination of formal education.  The withdrawal code for a student is a three-character field (ex., W10), one alpha and two numeric, which gives this department information about the activities of a student for the current school year. The codes are explained below:

NOTE: A special code (W99) is generated by the computer when:
 
A child has been entered in another Prince George’s County School, and your school has not submitted the withdrawal.  To remedy this situation go into the history segment and change the W99 code to a T10.

Type of Withdrawal:

Illness. An illness of such severity that it would preclude the implementation of any educational program (e.g. home/hospital instruction). A medical certificate shall be required specifying the nature of the illness and the approximate length of time the student will be withdrawn.

Academic. Pupil, 16 years and older, who drops out due to lack of academic success including low grade and/or grade retention.

Discipline. Pupil, 16 years and older, who voluntarily drops out due to continual problems as documented by multiple office referrals and/or suspensions but who has not been formally expelled from school.

Lack of interest. Pupil 16 years or older, who drops out of school due to a lack of personal motivation or interest to continue his/her motivation.

Employment. Certified by documentation and the pupil is unwilling to remain in a regular or alternative educational program.

Marriage. Certified by documentation.

Military service. Certified by documentation.

Court  Action. A pupil who is committed by court order to an institution without an educational program.

Economic reasons. A pupil 16 years or older, who leaves school due to a lack of  financial resources and/or lack of family support or has caretaker responsibility for the extended family, excluding his/her own children as documented by a social agency.

Expulsion UNDER 16. Require withdrawal from school for disciplinary reasons of a student under 16 years of age  by  the direction of the chief executive officer or his/hers designee.

Immaturity. Immaturity under age six. Used in pre-kindergarten, kindergarten, and the first grade, with appropriate documentation.

Special Case: Other reasons with chief executive officer’s approval, for students UNDER 16 years of age.

Death.

Parenting. Any married or unmarried student, 16 years or older, who leaves a regular or alternative educational program due to his/her responsibilities for child care and rearing of his/her children.

Expulsion Age 16 and OVER.  Required withdrawal from school for disciplinary reasons of a pupil, age 16 years and older, by the direction of the chief executive officer or his/her designee.

Whereabouts Unknown.  Any pupil who is not known to have enrolled (on the basis of transcript request or other information) in another school or whose whereabouts is unknown as documented by an appropriate school official.  A pupil who is a runaway as documented by an appropriate government agency (e.g., Juvenile Services).  A pupil who is known or is suspected to be abducted, as documented by an appropriate governmental agency (e.g., law enforcement officials or social security).
