To assess
the English language skills of all English language learners upon
registration to ensure accurate placement.
To assist
schools in the annual assessment of English language listening, speaking,
reading and writing skills of all students enrolled in the ESOL
program in order to determine appropriate ESOL instructional levels
or readiness for exiting the program.
To teach ESOL
students to speak, understand, read and write English in
order to achieve academically,
to communicate in social settings, and to use English in socially and
culturally appropriate ways.
To provide
training to ESOL teachers on integrating technology and instruction,
administering the IPT tests, using curriculum frameworks and the
Voluntary State Curriculum and aligning materials and lessons with
the Voluntary State Curriculum.
To provide
training to mainstream classroom teachers on differentiating strategies
for ESOL students in their classrooms, modifying materials for English
language learners, basics of second language acquisition and development
and cultural awareness and sensitivity.
To encourage
parents of ESOL students to understand the American educational
process and to become
active participants in the education of their children. To facilitate
home-school communications.
To provide
guidelines for ESOL instructional practices and curriculum frameworks
that address the Maryland State Department of Education's standards,
indicators and assessment limits.
