Administrative
Procedure for Prince George's County Public Schools requires that
the following students
register
at the International Student Guidance Office, prior to going to their
assigned school:
Those who are not United
States citizens;
U. S. citizens whose primary
language is not English;
All who have
school records from another country.
Exceptions
to the above rule:
1) Pre-K students;
2) Students
born in the United States with a primary language in the home other
than English who have school records that indicate two or more years
in a general language arts program (Not ESOL);
3)Non United
States citizen students who have been in a school system in the United
States consecutively for six or more years;
or 4)ESOL
students who are reentering PGCPS after an absence of one semester
or less.
The English language proficiency
of all language minority students, whether U. S. citizens or foreign
born, is assessed by ESOL/LMP staff at that time. Based on the test
results, students are assigned to the appropriate elementary or secondary
school and to the appropriate English class, whether ESOL or mainstream
English.
Students whose
listening, speaking, reading and writing test scores suggest a need
for ESOL instruction
are assigned to schools with ESOL programs. If the boundary school
does not have an ESOL program, students are assigned to a school
that does,
and transportation is provided. Parents always
have the right to refuse ESOL instruction if they do not wish to have
their children assigned to a school out of their boundary area.
