General Freeman began his military career in 1966. He was
commissioned in the Military
Police Corps following his
graduation from Officer
Candidate School in 1969 as the
Distinguished Graduate. He
served in a variety of
leadership positions throughout
the District of Columbia Army
National Guard. His duties
included, Platoon Leader,

Military Police Company, 163rd
Military Police Battalion,
Assistant S3, 260th
Military Police Group, Executive
Officer, 260th
Military Police Group, Military
Support Officer, Headquarters,
District of Columbia, Commander,

Commander, 260th
Military Police Brigade, Chief
of Staff, District of Columbia
Army National Guard. He was
appointed Commanding General of
the District of Columbia
National Guard in December 1995
by President Bill Clinton, where
he served until he retired on 31
December 2002. As the
Commanding General, he was
responsible for operational
readiness, command and control
of the D.C. Army and Air
National Guard, with an
authorized strength of 3,200
soldiers and airmen.
General Freeman serves on the
board of directors for the Boy
Scouts of America and Black
United Fund. He is a member of
the Army War College Alumni
Association, Kappa Alpha Psi
Fraternity, Inc., Tuskegee
Airmen Association and Buffalo
Soldiers Association.
General Freeman is presently serving as the Commandant of
Forestville Military Academy in
Forestville, Maryland, a
Prince’s George’s County Public
