Information:
Title V-A Innovative Programs
Title
V-A, reauthorized former Title VI of the Elementary and Secondary
Education Act of 1965 (ESEA), provides resources to states in order for
local educational agencies (LEAs) to design and implement innovative
researched-based education programs and strategies to improve student
achievement. This supplemental innovative assistance program is tied to
promoting challenging academic achievement standards to improve student
achievement and serve as an overall education reform strategy. Funds may
be used in a variety of ways. The driving focus is to increase student
academic achievement. Allocations to LEA’s are made available on a
formula basis. The formula is based upon relative public and private
nonprofit schools’ enrollment and is adjusted to provide higher
per-pupil allocations only to LEA’s with students whose education
imposes a higher than average cost per child. All Title V-A funds are
used to implement activities that provide specific services, target
dates, specific goals and objectives and strategies detailed in the
Quality Schools Program Strategic Plan. The services include: programs
that expand learning opportunities and literacy instruction with the
READ 180 Program, Innovative Extended Time Programs in non-Title 1
schools and programs for development and use of instructional and
educational material in forty-nine private schools.
The
purpose of the program is to:

Support local education reform efforts that are
consistent with and support statewide education reform efforts.

Implement promising educational reform and school
improvement programs based on scientifically based research.

Provide an ongoing source of innovative and
educational improvement, including support for programs to provide
library services and instructional and media related materials.

Meet the educational needs of all students, including
at-risk youth.

Develop and implement education programs to improve
student and teacher performance, including professional development
activities and class size reduction programs.
