                            Position And Committee Descriptions

 

This document contains a list of the position descriptions and committee guidelines that were generated by the Kettering Elementary School PTA.  All positions are administered in accordance with the Visions and Goals of the PTA.

  Every officer must be a member of the PTA.  All officers assume their official duties on July 1st and serve for a term of 2 years or until their successors assume their duties.  An officer will not be eligible to serve more than 2 years consecutive terms in the same office.

  Members – Consist of parents, teachers, guardians, grandparents, uncles, aunts, brothers, sisters, nieces, nephews, neighbors, and the community…the Family.

  The Executive Board – Consists of the officers of the PTA, the chairperson of each standing committee, the Principal or faculty representative.  The chairperson of each standing committee will be selected by the committee or may be elected by the executive board.

  The EB transacts all business between the general membership meetings and other business matters as required.  Reviews and approves all plans of the standing committees; presents reports at the general membership meetings; selects the auditing committee; prepares the budget to present to the general body for the year; approves bills within the limits of the budget. 

  The EB appoints all standing committees to carry out the work of the PTA.  The term of each chairman shall be (2) years or until the selection of the successor.

Note: Anyone may attend a meeting held by the executive board, only executive board members have the right to speak, make motions, and vote.

  Vacancies:

In the event a vacancy in any office the executive board will elect a person by majority vote to fill that office.  If a vacancy occurs in the office of president, the vice-president shall serve notice of an election to fill that office.

  President – Presides at all meetings of the association, and is a member (non-chairperson) of all committees except the nominating committee.  Performs other duties as deemed necessary by the association or by the executive board; coordinates the work of the officers and committees of the association; ensures that all duties and responsibilities are carried out in accordance with the Objects, Mission, and Goals of the PTA.

Vice President – Acts as an aide to the president and, in the absence of the president, performs the duties of that office; oversees the responsibilities of the Committee Chairpersons and various special events; ensures that the responsibilities are carried out in accordance with the Objects, Mission and Goals of the PTA; and performs other duties as deemed necessary by the president.

  Recording Secretary – Records the minutes of all meetings of the PTA and of the executive board; maintains a current copy of the bylaws; ensures that the membership committee maintains a current membership list, and performs other delegated as assigned.

  Treasurer – Maintains all funds of the association; keeps an accurate account of receipts and expenditures; makes disbursements as authorized by the president or executive board, in accordance with the budget adopted by the PTA.  Ensures that checks or vouchers are signed by two persons (treasurer or the president).  Presents a written financial report at every meeting of the executive board and at general membership meetings.  Prepares a full report before the newly elected officers officially assume their duties.  The accounts must be examined annually or upon change of treasurer by an auditor of an auditing committee of not less than three persons; presents a signed statement of the account balance at the last executive board and general PTA meeting.

  Principal  – Serves as a member of the executive board (and should be a member of the PTA) and reports on school issues and activities.  The principal has one vote, as does each member of the executive board. Principals work with their executive board to set goals and work toward achieving them.  All decision-making authority regarding the PTA lies entirely with the PTA.

  PTA Teacher Liaison – Consist of (1) faculty representative selected by the faculty; presents the needs or concerns of the faculty; provides guidance to the PTA; as deemed necessary; and keeps the faculty abreast of up-coming events or changes within the PTA.

  Membership Committee – Develops and implements registration and recruitment strategies to expand the membership of the PTA; maintains a current listing of all PTA members; and provides listing to the State, National and Council PTA.

  Fundraising Committee – Raises funds in accordance with the PTA Objects and Missions to meet the needs of the proposed PTA budget; must work cooperatively with the President and Treasurer in accounting for receipts and disbursements for the proposed activity.

Legislative Action Committee – Establishes and maintains cooperative and interactive relationships with state legislative activities that affect our school’s community, civic, and business organizations.

  Entertainment Committee – Establishes all forms of entertainment as activities require, etc…

  6th Grade Advisory Committee – Conducts meetings with all 6th grade teachers and parents as deemed necessary; prepares a complete itinerary of events (trips, awards, special dinner, graduation ceremony, etc.) that should take place during the school year; and sponsors programs to assist in student transition to middle school.

Spring Fun Fair Committee – Outdoor mini carnival which includes games, contests, vendors, clowns, appearance/performers of various organizations, food, etc.  Plans all aspects of this event.

  Winter Bazaar Committee – Indoor Christmas celebration, including vendors, secret Santa shop, food, arts and crafts, visit with Santa, appearance/performance of various organizations, etc.  Plans all aspects of this event.

  Family Talent Night Committee – Organizes and recruits talent from within the student body, faculty members, families, and community; and holds auditions for upcoming events to ensure that all talent meets the school code of conduct.

Appreciation Committee – This committee is responsible for coordinating all aspects of appreciation for main office staff, teachers, building supervisor, cafeteria workers, health care nurse, and before/after care workers in acknowledgment of all their dedication and hard work for our children.

  Awards Committee – This committee oversees the handling of awards at the end of the year that are usually given to students of honor achievement, fundraiser top sellers, parents of high honor and the Kettering staff members of high honor.

  Nominating Committee – The nominating committee is composed of (3) members (no less than 5 persons) who shall be appointed by the Executive Board at least two months prior to the election of officers.  The nominating committee, at is discretion, will elect its chairman.  The nominating committee nominates an eligible person for each office to be filled and reports the slate of nominees at the general membership meeting in May.  At this time, additional nominations may be made from the audience.  Only those persons, who have consented to serve, if elected, shall be nominated, or elected to, such office.

Volunteers – Members of the PTA, volunteering in the school.  Volunteers act in a professional manner.  They are courteous and dress appropriately.  You have agreed to do a certain task, show up on time and work to complete the task; show respect for authority in the school, teachers, and administration.  Volunteers do not disclose any confidential information; volunteer time is not to conduct with the child’s teacher.
Note: Be sure to follow the procedures for signing in so that you will be covered by the school’s insurance.

  Committee Guidelines

  These guidelines may be amended as deemed necessary they serve only as a guide for committees to follow when planning events.  It is the responsibility of the Chairperson or Co-Chairperson to ensure that these guidelines are adhered to:

  1. Secure a Facility Use Form from the school office secretary.  This form grants permission to use the school facility; and must be approved by the Principal.  Note: Be sure to make copies of all forms before turning them in to the school office or PTA executive board (see sample form).
  2. All ideas must have collaboration from the committee before being presented to the Executive Board for approval.  Each member of the committee must have a clear understanding of the ideas presented.
  3. When presenting ideas/proposals to the Executive Board for approval, all proposals must be in writing (see sample format).
  4. Each proposal must have an attached time-line so that tasks are done in a timely manner (see sample time line).
  5. When in the planning stages of a proposed event, all agreements from participants, patrons, merchants, vendors, etc. must be tentative and must be in writing.  Agreements are done on a tentative basis only.
  6. All contracts or agreements must be finalized by the approval of the Executive Board.
  7. The PTA President and Treasurer must sign all contracts and disbursement vouchers (see treasurer for voucher).
  8. The Executive Board has the authority to approve or disapprove items contained within the written proposals.
  9. Notify the newsletter Chairperson of the activities revolved around the event.
  10. Notify the Media Center (WKES); and provide timeline for appearances to advertise the event.
