Mission:
To increase minority business participation in the total
procurement process by an overall minimum of 30%, while
simultaneously enhancing the school system’s awareness of
qualified MBE's through outreach activities, technical
assistance, counseling, referrals, vendor directory,
recommendations for changes within the State of Maryland,
Prince George’s County Public Schools’ (PGCPS) guidelines and
procedures.
Purpose:
In recognition of existing State and County statutes,
rules, regulations and resolutions, the Board of Education of
Prince George’s County adopted resolution for implementing a
Minority Business Enterprise (MBE) Program. This
resolution established a goal of thirty percent (30%) be
attempted on all contracts with a minimum of fifteen percent
(15%) requirement of the total value for all Prince George's
County Public Schools' contracts for materials, supplies,
equipment and services, other than materials of instruction,
be awarded to minority business enterprises (MBE's) during any
fiscal
year.
A minority business enterprise is defined as any business
which is at least 51% owned, managed and controlled by one or
more minority individuals as described below; or in the case
of any publicly owned corporation, at least 51% of the stock
is owned by one or more minority individuals, and whose
management and daily business operations are controlled by one
or more of these individuals: African Americans, Hispanic
Americans, Asian Americans, American Indians, Women,
Physically & Mentally Challenged Individuals
and non-for- profit organized to promote the interests of
physically and mentally challenged individuals.
The Minority Business Program Office has assistance
from the Minority Business Advisory Committee. The
Minority Business Advisory Committee's membership
consist of 19 individuals from public and private sectors
concerned with promoting and developing minority business
enterprises with Prince George's County Public Schools.
The committee shall include members of all minority groups, as
well as representation from the Minority Business
Office. The Committee meets monthly to recommend new or
improved initiatives that foster and enhance activities of the
Minority Business Office.
