ROBERT FROST ELEMENTARY SCHOOL
PARENT TEACHER ORGANIZATION (PTO)
BY-LAWS

Article I          NAME

The name of this organization shall be the Robert Frost Elementary School Parent Teacher Organization (PTO) or Robert Frost PTO.

Article II         PURPOSE STATEMENT

We are a non-profit organization established to promote quality education and a wholesome learning environment through the implementation of activities and programs that encourage parent/teacher involvement.  Through fund-raising and family activities, we will aid the students of Robert Frost Elementary School by providing support for their educational and recreational needs that are not otherwise provided for in the school administration budgets and to promote open communication between the administration, teachers and parents.

Article III       POLICIES

The policies shall be developed through meetings and committees and shall not direct or control the administrative activities of the school.  Funds earned through PTO activities shall be used to fund educational projects and activities for Robert Frost Elementary School students, faculty and staff.

The PTO may make suggestions to the school administration concerning activities of the school, if such suggestion is made toward the betterment of conditions for all concerned (i.e., students, teachers, administrators and parents).

Article IV        MEMBERSHIP

Parents and/or legal guardians of students currently enrolled in Robert Frost Elementary School, as well as current teachers and other faculty and staff of the school shall be eligible for membership.  The Principal shall be considered as an advisor and/or consultant.  There is a membership fee to join the PTO for the current school year.

General Membership - General Members shall have the right to attend and participate in all meetings and activities of the PTO, but shall not have the right to vote or to hold office.

Voting Membership - all General Members who are current in the payment of annual dues shall be designated as Voting Members.  Voting Members shall have the right to vote on all issues before the membership, to elect officers, and to hold office.

Article V         OFFICERS and ELECTIONS

The PTO Executive Board shall be composed of the following elected officers to include a President, Vice President, Secretary and Treasurer.  Non-elected positions are the Staff Liaison and ESOL Liaison.  The Executive Board has the authority to reassign specific job duties as required.

Officers of the Executive Board shall be elected at the April meeting (last general membership meeting of the school year) by the voting members present.  Officers shall assume their official duties at the close of the current school year of their election (i.e., the last day of school in June following their election).  Officers shall serve a term of two years or until their successors are elected.  Officers will be selected based upon a majority of the votes cast by the Voting Members present. 

Any vacancy occurring during the year, except the office of President, may be filled by a vote of the Executive Board at its next meeting, or by a special meeting called by the Executive Board.

Article VI        DUTIES OF OFFICERS

President - shall preside at all meetings of the organization and of the Executive Board; shall serve as the primary contact for the principal; shall be ex-officio member of all committees except the nominating committee; and shall perform such other duties as may be prescribed in these by-laws or assigned to him/her by the Executive Board; shall coordinate the work of the officers and committees, in order that the objectives may be accomplished; and shall serve as an authorized signatory of all PTO checks.

Vice President - shall act as aid to the President; in the absence of the President, shall preside over meetings; in the event the President is unable to serve or complete his/her term, shall assume the duties of the President.

Secretary - shall record the official minutes of all membership meetings and the Executive Board and distribute copies of the minutes to the Executive Board; shall make copies of the minutes available to General Members at each general membership meeting; shall receive from the Treasurer the list of General Members who have paid dues and prepare the official list of Voting Members; and handle correspondence as delegated.

Treasurer - shall receive all monies of the PTO; shall serve as an authorized signatory on all PTO accounts; shall keep an accurate record of receipts and expenditures; and shall pay out funds in accordance with the approval of the Executive Board.  He/She shall present a financial statement at every meeting and at other times when requested by the Executive Board; and shall make a full financial report at the end of the school year for the incoming Executive Board.

Staff Liaison - shall attend all PTO meetings; and act as advisor and liaison between staff and PTO.

ESOL Liaison - shall attend all PTO meetings; and act as liaison between Executive Board and bilingual and/or non-English speaking PTO members.

All Officers shall perform the duties outlined above as well as any other duties prescribed in these by-laws; and such other duties as may be delegated to him/her.

All Officers shall deliver to their successors official materials at the close of their service of office.

Article VII      MEETINGS

The annual meeting of the Executive Board shall be held in August of each year, the exact date to be decided upon by the Executive Board members.

General Membership meetings of the PTO shall be held quarterly, usually on the second Tuesday of the month.  Should a meeting date occur when school is not in session, the alternate date will be decided upon by the Executive Board.

Special meetings may be called by the PTO or Executive Board.  Appropriate notification will be given to the school populace by the PTO President.

Executive Board meetings will be held monthly or as needed as designated by the President. There shall be one required annual Executive Board meeting as described above.

Article VIII     EXECUTIVE BOARD COMMITTEE

The Executive Board is a representative group of the PTO and shall consist of the officers of the organization and a staff/teacher representative.  Executive Board members votes preside.

The duties of the Executive Board shall be:

To transact necessary business in the intervals between general meetings and such other business as may be referred to it by the PTO or committees requiring or needing assistance;

To create standing and temporary committees necessary to carry out the objectives and aims of the PTO;

            To present a report of plans, activities, etc., at the general meetings; and

            To approve routine bills.

Except in the event of an emergency, five days’ notice shall be given for special Executive Board meeting

Article IX        AMENDMENTS

These by-laws may be amended at any general membership meeting by a majority vote of the members present.  Notice shall be given at least two weeks prior to the meeting.

These by-laws may be reviewed and/or revised by the Executive Board as necessary to meet changing conditions in the school and community and brought to a vote of the general membership
