Ten school systems in Maryland joined together with the goal of
improving student achievement. The Curriculum Management System Consortium (CMSC) explored online curriculum management systems (CMS), related tools and issues, including
implementation and integration of technology tools.
During the course of the grant, all partners participated in a rigorous evaluation process that included both the consortium work and the impact of each partner's respective CMS. While causal results are impossible to quantify, findings did suggest that a "culture of technology leadership" facilitated better performance in reading and math. The "culture of technology leadership" was measured by CMS implementation status, student computer ratio, percentage of teachers at intermediate of higher computer use, integration of technology into instruction, Internet use, and content aligned to state standards. In 2005, four Local Education Agencies met Adequate Yearly Progress (AYP) in Maryland; three of the four are CMSC partners.
