Has the RFQ for the P3 opportunity been released yet?  Any additional details you can provide regarding how the P3 will work?

Yes, the RFQ was officially posted on May 30, 2019 on PGCPS purchasing website (https://www1.pgcps.org/Purchasing/).  It was also published on  PGCPS’s Capital Programs Procurement website (https://www.pgcps.org/capital-programs/procurement/).  For additional details regarding the P3 process, please continue to monitor the PGCPS Blueprint site.

How do local business get involved and what can we do at this stage in the game to get involved?

PGCPS recognizes MBE/CBB participation as a priority and is contractually requiring the eventual Developer to meet designated local and minority contracting goals .  To facilitate this, PGCPS hosted the Minority and Women-owned Business Technical Assistance Workshop- Public-Private-Partnership (P3) on July 31, 2019 as the first of two outreach opportunities for local businesses to learn more about the P3 process.  Another outreach opportunity will be held during the RFP process.  More information about that event will be posted on the PGCPS Blueprint site.

Do we need to register somewhere or get some sort of P3 number (if we don’t already have one or if it’s not through CBB?)

Please visit the Minority Business Enterprise Office to learn about current certification programs and procedures (https://www.pgcps.org/Purchasing/cards/Minority-Business-Enterprise/). You may also register your company for outreach event information and view a list of registered companies on the PGCPS Blueprint website.

Do you have some sort of list of large contractors or business that we may like to contact to see if we can work with them as a part of their team, as it’s evident the P3 projects will have minority participation requirements in conjunction with engineering design requirements?

Teams shortlisted as a result of RFQ No. DCP19-24 will be identified once the selection process has been legally concluded.  Likewise, an outreach event for local and minority businesses is anticipated to be held in the next few months, allowing them the opportunity to meet shortlisted teams.

What can you suggest (if I am missing something above) that we can do right now to help get us involved?

Please continue to monitor PGCPS Blueprint and reach out to representatives from the Minority Business Enterprise Office to learn more information about upcoming certification and technical assistance events.

I was hoping that you could provide me with more information regarding the Prince George’s County Public Schools P3 process. I saw that there was going to be an RFQ distributed, and if it was, when you have the time could you send me a copy?

The RFQ was officially posted on May 30, 2019 on PGCPS purchasing website (https://www1.pgcps.org/Purchasing/).  It was also published on PGCPS’s Capital Programs Procurement website (https://www.pgcps.org/capital-programs/procurement/).  For additional details regarding the P3 process, please continue to monitor the PGCPS Blueprint site.

I am trying to understand the funding sources for the P3 funding. Has this been authorized by county or state legislation? I’d appreciate it if you could point me to any public documents that will help me understand this question.

As authorized by Maryland Education Article Section 4-126, PGCPS is exploring alternative finance and delivery options to accelerate delivery and reduce life-cycle asset costs of schools.  The project will be funded by PGCPS, with additional support from Prince George’s County.

I am reaching out to see if the shortlist has been issued for this procurement opportunity.

Teams shortlisted as a result of RFQ No. DCP19-24 will be identified once the selection process has been legally concluded.

I am inquiring as to whether RFPs for various P3 schools will be made publicly available and when the RFPs are expected.

The RFP will be made available to shortlisted bidders.
