Position Summary:

Under the direction of the Director of Capital Programs, the Assistant Director supports the strategic operation, coordination and integrated delivery of the districtwide school modernization and capital delivery program. The incumbent of this position provides senior operational leadership for the planning, funding, design, permitting, construction, modernization, and closeout of school facility projects that advance safe, equitable, sustainable, and future-ready learning environments across all facilities. The Assistant Director ensures all functions within Capital Programs operate as an integrated delivery program aligned across scope, budget, schedule, regulatory approvals, project controls, stakeholder engagement, public reporting, and overall project execution. The incumbent of this position supports the Director in strengthening transparency, public trust, operational discipline and responsible stewardship of capital funds through clear communication, timely reporting, cross-functional coordination, and effective responses to all stakeholders.
Duties and Responsibilities:
- Assists the Director in leading the districtwide capital improvement and modernization program, ensuring department operations, priorities and services advance educational objectives, Board direction, facility needs, funding realities, stakeholder expectations, and long-range district goals;
- Develops, revises and implements department procedures, standard operating procedures, communication protocols, reporting practices, templates, tools and process improvements that strengthen transparency, service quality, project delivery, internal coordination, accountability, and stewardship of public resources;
- Leads communication strategies for Capital Programs, including community engagement initiatives, public-facing updates, stakeholder communications, website and social media coordination, executive briefings, Board and county materials, and other efforts that advance transparency, understanding and public trust;
- Coordinates the department’s multidisciplinary functions to ensure fiscal management, facilities planning, design and permitting, project management/construction management, program support, reporting, and stakeholder engagement advance as a coherent modernization program;
- Aligns staff capacity, consultant and contractor performance, project delivery needs, stakeholder commitments, and cross-functional responsibilities with approved modernization priorities and capital program goals;
- Identifies, monitors and helps resolve program-level risks and barriers affecting capital planning, funding, procurement, design, permitting, construction, occupancy, stakeholder confidence, public reporting, and overall modernization program performance;
- Represents the department as assigned and communicates priorities, explains recommendations, receives feedback, resolves concerns, and advances coordinated implementation;
- Acts for the Director in his/her absence or as assigned; and
- Performs other duties as assigned.
Qualifications:
- Demonstrated ability to lead multidisciplinary teams, manage complex operations, improve workflow and organizational efficiency, establish accountability systems, and coordinate staff, consultants, vendors, contractors, and cross-functional partners;
- Knowledge of principles and practices related to large-scale program administration, capital planning or capital program delivery, project delivery, budget coordination, procurement coordination, risk management, performance monitoring, stakeholder engagement, and implementation of major organizational initiatives;
- Ability to align strategic priorities, operational needs, available resources, stakeholder commitments, and implementation plans to advance organizational goals and measurable outcomes;
- Ability to gather and analyze information, identify risks, evaluate options, draw conclusions, develop recommendations, and support executive decision-making;
- Ability to negotiate, facilitate and resolve complex issues while protecting the interests of the organization and advancing timely, responsible implementation; and
- Exceptional oral, written, and public presentation skills, including the ability to translate complex technical, financial, regulatory, operational, and project delivery matters into clear, compelling, accurate and accessible information.
Education and/or Experience Requirements:
Bachelor’s degree from an accredited college or university in architecture, engineering, construction management, planning, public administration, business administration, finance, accounting, project management, educational facility planning, or a related field is required; Master’s degree preferred. A minimum of ten (10) years of progressively responsible experience in capital planning, public infrastructure delivery, facilities planning, design and construction, construction project management, capital budgeting, public-sector operations, or a closely related field is required, including experience leading complex teams. Experience in a K–12 public school system, public agency, higher education, municipal, county, state, public infrastructure or comparably complex private-sector capital delivery or program management environment is preferred.
Certification:
Registered Architect, Professional Engineer, Certified Construction Manager (CCM), Project Management Professional (PMP), LEED Accredited Professional, Design-Build Professional (DBIA), or other comparable credential preferred.
Supervisory Responsibilities:
Oversees and provides guidance and direction to assigned personnel.
