Position Summary:

New Position – Effective July 1, 2026

Under the direction of the Director of Organizational Learning and Leadership Development, the Coordinating Supervisor of Leadership Pipeline provides strategic leadership for the design, implementation, and continuous improvement of districtwide leadership development systems and pipeline initiatives.  The incumbent of this position is responsible for building coherent, research-based leadership development structures that strengthen the instructional and leadership capacity of executive leaders, principals, assistant principals, teacher leaders, coaches, and district staff through high-quality, job-embedded professional learning experiences.  The Coordinating Supervisor leads the development and oversight of comprehensive leadership pipeline systems that identify, cultivate, assess, and support emerging and current leaders through differentiated professional learning, mentoring, coaching, succession planning, and rigorous assessment processes.

Duties and Responsibilities:

  • Leads the development, implementation, and continuous improvement of systemwide leadership development programs and pipeline systems;
  • Supports leadership coaches, instructional coaches, and professional learning facilitators to ensure consistent, research-based coaching practices are implemented across the system;
  • Develops and manages leadership pipeline systems that identify, cultivate, and support emerging and current leaders through differentiated professional learning, mentoring, coaching, and succession planning strategies;
  • Orchestrates the design of an assessment center to support the development of leaders aligned to the pipeline learning experience; creates rigorous assessment systems to support, monitor and evaluate the impact of the leadership pipeline;
  • Collaborates with district leaders, school administrators, and cross-functional departments to align professional learning initiatives with district improvement plans, instructional priorities, and organizational performance goals;
  • Ensures professional learning experiences are grounded in research-based practices, adult learning theory, equity-centered leadership, and continuous improvement principles are embedded in the pipeline work;
  • Collaborates with other Coordinating Supervisors to integrate and strengthen the leadership pipeline for educators, assistant principals and principals;
  • Designs a rigorous pipeline experience to provide leaders with a strong foundation to build and sustain strong leaders;
  • Collaborates with other Coordinating Supervisors and the Director to compose policy that aligns to state regulations and policies regarding the development of leadership pipelines;
  • Creates and implements frameworks, tools, and processes that monitor the quality, coherence, and effectiveness of districtwide professional learning and coaching systems;
  • Builds strategic partnerships with internal and external stakeholders, including higher education institutions, educational organizations, and community partners, to strengthen leadership development opportunities and pipeline initiatives;
  • Prepares and presents reports, recommendations, and updates regarding professional learning effectiveness, leadership pipeline progress, and coaching outcomes to district leadership and stakeholders;
  • Supports the recruitment, development, and retention of high-quality leaders by strengthening pathways for leadership advancement and creating sustainable systems of support for aspiring and current leaders;
  • Supervises and supports assigned staff, manages program budgets and resources, and ensures compliance with district policies, procedures, and applicable regulations related to organizational learning and employee experience initiatives; and
  • Performs other duties as assigned.

Qualifications:

  • High data literacy with the ability to execute quantitative analysis and translate metrics into visual insights and displays;
  • Knowledge of systems thinking, school organizational structures, and leverage points to drive organizational change;
  • Knowledge of latest research, best practices, developments and techniques in continuous improvement;
  • Ability to weave federal and state reporting requirements (i.e., ESSA, Title I) into the improvement process;
  • Skilled facilitator of professional learning and organizational change and capable of coaching diverse teams;
  • Excellent written and oral communication skills;
  • Strong attention to detail in the evaluation and completion of various tasks;
  • Ability to work with state, county and/or federal agencies;
  • Must be proficient in Microsoft Office Suite (Excel, PowerPoint, Word, etc), Google applications, eDoctrina professional learning and evaluation platform, and Canvas software;
  • Ability to establish and maintain effective working relationships with all stakeholders;
  • Ability to innovate and create new and untapped strategies and ideas;
  • Ability to demonstrate initiative, assume leadership responsibilities, and prioritize multiple tasks in a complex school system; and
  • Knowledge of the systemwide and school improvement planning process.

Education and/or Experience Requirements:

Master’s degree from an accredited college or university in educational leadership, administration, or a closely related field required; Doctorate preferred. A minimum of five (5) years of successful administrator experience required; two (2) or more years of central office leadership experience preferred.

Certification:

Holds or is eligible for a valid professional license in Administrator II (historical) or Supervisor of Instruction, Assistant Principal, or Principal issued by the Maryland State Department of Education (MSDE).

Supervisory Responsibilities:

Oversees and provides guidance and direction to assigned personnel.
