Under the direction of the Director of Organizational Learning and Leadership Development, the Coordinating Supervisor of Strategic Initiatives and Partnerships is a strategic leader and change agent responsible for advancing systemwide transformation through the cultivation of strong organizational culture and the development of collaborative partnerships with universities, colleges, community organizations, and philanthropic groups. The incumbent of this position provides leadership in designing and implementing innovative institutes, academies, and job-embedded professional learning opportunities that support all employees through differentiated, role-specific development experiences and transition supports across departments. Through strategic alignment of university and community partnerships, the Coordinating Supervisor expands access to comprehensive learning opportunities that strengthen classroom, school-based, and district-level staff capacity.
Duties and Responsibilities:
- Leads the development and implementation of strategic initiatives that advance systemwide transformation, organizational culture, and employee engagement across the district;
- Manages targeted grants to support and develop classroom, school and district-level staff;
- Establishes, cultivates, and sustains collaborative partnerships with universities, colleges, community organizations, businesses, and philanthropic groups to expand learning opportunities and organizational capacity;
- Designs and oversees innovative institutes, academies, and job-embedded professional learning opportunities aligned to district priorities and workforce development needs;
- Develops differentiated, role-specific professional learning and transition supports for classroom, school-based, and district-level employees to strengthen performance and leadership capacity;
- Coordinates cross-departmental initiatives that support organizational learning, talent development, and continuous improvement efforts across the district;
- Collaborates with internal and external stakeholders to identify funding opportunities, grants, and partnership resources that support strategic initiatives and professional learning priorities;
- Monitors and evaluates the effectiveness of partnerships, institutes, academies, and professional learning initiatives using data and feedback to drive continuous improvement;
- Facilitates collaborative planning and communication among district departments, external partners, and community stakeholders to ensure alignment with organizational goals and strategic priorities;
- Provides leadership and guidance in the development of innovative workforce pipelines, leadership development opportunities, and capacity-building systems that support employee growth and advancement;
- Promotes equitable access to professional learning, mentorship, and development opportunities for all employees across the organization;
- Supervises and supports assigned staff, manages program budgets and resources, and ensures compliance with district policies, procedures, and applicable regulations related to organizational learning and employee experience initiatives; and
- Performs other duties as assigned.
Qualifications:
- Ability to collaborate and build relationships with diverse stakeholders, including universities, colleges, community organizations, businesses, and philanthropic groups;
- Demonstrated expertise in continuous improvement frameworks or methodologies;
- Knowledge of system-wide and school improvement planning;
- Demonstrated leadership and administrative competency;
- High data literacy with the ability to execute quantitative analysis and translate metrics into visual insights and displays;
- Knowledge of systems thinking, school organizational structures, and leverage points to drive organizational change;
- Knowledge of latest research, best practices, developments and techniques in continuous improvement;
- Skilled facilitator of professional learning and organizational change and capable of coaching diverse teams;
- Effective planning and organizational skills;
- Ability to manage competing priorities and meet rigorous deadlines;
- Effective communication (oral and written) as well as human relations skills;
- Experience working with state, county and/or federal agencies; and
- Demonstrated advanced proficiency in Google Workspace and instructional technologies.
Education and/or Experience Requirements:
Master’s degree from an accredited college or university in educational leadership, administration, or a closely related field required; Doctorate preferred. A minimum of five (5) years of successful administrator or central office leadership experience required.
Certification:
Holds or is eligible for a valid professional license in Administrator I (historical) or Supervisor of Instruction, Assistant Principal, or Principal issued by the Maryland State Department of Education (MSDE); Administrator II preferred.
Supervisory Responsibilities:
Oversees and provides guidance and direction to assigned personnel.
