Position Summary:

New Position – Effective July 1, 2026

Under the direction of the Director of Organizational Learning and Leadership Development, the Coordinating Supervisor of Systemic Learning is a strategic change agent who drives system-wide transformation through the application of the systemic continuous improvement process. The incumbent of this position is responsible for orchestrating the vision for implementing systemic, job embedded professional learning and coaching, and guiding the development of School Performance Plans to accelerate student achievement and ensure organizational efficacy.

Duties and Responsibilities:

  • Establishes the vision for systemwide transformation by designing and orchestrating job embedded professional learning aligned to the strategic plan;
  • Ensures that leadership development is aligned to national and research-based standards, competencies and intentional behaviors, practices and strategies;
  • Assists in the planning, monitoring, sustaining and evolving of leadership development programs;
  • Plans systemic, area and cluster meetings in collaboration with other departments to support development;
  • Develops plans for assessing and monitoring the impact of professional development on program participants;
  • Works cross-divisionally to recruit personnel to develop pools of highly effective candidates for leadership programs; supports the Principal and Assistant Principal selection process
  • Directs the development, evaluation, and/or revision of professional development programs and assumes responsibility for the full implementation of said programs;
  • Oversees the vision for the development of systemic learning progressions for all employees to align and support the implementation of the school system’s continuous improvement framework;
  • Builds the capacity of supervisors to develop personnel and organizes the vision for professional learning development for all members of the Office of Organizational Development;
  • Leads and designs a framework for systemwide professional learning based on systemic leadership needs and feedback, to overlay and align with systemic research based strategies;
  • Collaborates with other Coordinating Supervisors in the Office of Organizational Development to align and plan systemic learning to support instructional leadership, teaching and learning and continuous improvement via data analysis;
  • Works alongside the Equity Officer to ensure that professional learning modules are not fragmented but represent a single, unified message across all divisions and departments;
  • Ensures the organization of work is integrated into daily organizational culture rather than treated as an isolated event;
  • Supervises and supports assigned staff, manages program budgets and resources, and ensures compliance with district policies, procedures, and applicable regulations related to organizational learning; and
  • Performs other duties as assigned.

Qualifications:

  • Demonstrated leadership in guiding diverse groups of people through professional learning;
  • Demonstrated ability to analyze data and make data driven decisions; analytical skills to monitor progress of an undertaking and identify areas needing adjustment or improvement;
  • Ability to function independently and work within a team;
  • Excellent written and oral communication skills;
  • Strong attention to detail in the evaluation and completion of various tasks;
  • Must be proficient in Microsoft Office Suite (Excel, PowerPoint, Word, etc), Google applications, eDoctrina professional learning and evaluation platform, and Canvas software;
  • Ability to establish and maintain effective working relationships with all stakeholders;
  • Ability to innovate and create new and untapped strategies and ideas;
  • Ability to demonstrate initiative, assume leadership responsibilities, and prioritize multiple tasks in a complex school system; and
  • Knowledge of the school improvement planning process.

Education and/or Experience Requirements:

Master’s degree from an accredited college or university in educational leadership, administration, or a closely related field required; Doctorate preferred. A minimum of five (5) years of successful administrator experience required; two (2) or more years of central office leadership experience preferred.

Certification:

Holds or is eligible for a valid professional license in Administrator II (historical) or Supervisor of Instruction, Assistant Principal, or Principal issued by the Maryland State Department of Education (MSDE).

Supervisory Responsibilities:

Oversees and provides guidance and direction to assigned personnel.
