Position Summary:

New Position – Effective July 1, 2026

Under the direction of the Associate Superintendent, the Director of Organizational Learning and Leadership Development is a strategic change agent who drives system-wide transformation through the application of the systemic continuous improvement process. The incumbent of this position is responsible for orchestrating the vision for implementing job-embedded professional learning, coaching and guiding the development of School Performance Plans to accelerate student achievement and ensure organizational efficacy.

Duties and Responsibilities:

  • Establishes the vision for system wide transformation by designing and orchestrating job embedded professional learning aligned to the strategic plan; streamlines and implements the application of the standards to frame and develop comprehensive professional learning;
  • Ensures that leadership development is aligned to national and research based standards, competencies and intentional behaviors, practices and strategies;
  • Assists in the planning, monitoring, sustaining and evolving of leadership development programs;
  • Directs the development, evaluation and/or revision of professional development programs and assumes responsibility for the full implementation of said programs;
  • Oversees the vision for the development of systemic learning progressions for all employees to align and support the implementation of the school system’s continuous improvement framework;
  • Supports the Principal and Assistant Principal selection process;
  • Develops plans for assessing and monitoring the impact of professional development on program participants;
  • Works cross-divisionally to recruit personnel to develop pools of highly effective candidates for leadership programs;
  • Organizes the vision for professional learning development for all of the members of the Office of Organizational Development.; builds the capacity of supervisors to develop staff within the office;
  • Leads and designs a framework for system wide professional learning based on systemic leadership needs and feedback, to overlay and align with systemic research based strategies; ensures professional learning is integrated into daily organizational culture rather than treated as an isolated event;
  • Collaborates to align and plan systemic learning to support instructional leadership, teaching and learning and continuous improvement via data analysis;
  • Calibrates and collaborates to identify the portrait of school leaders and support staff to identify the essential competencies for employees to demonstrate leadership and role specific excellence;
  • Establishes the vision for a continuous improvement loop by overlaying district needs and field feedback onto the systemic professional development framework, ensuring the Office of Organizational Development remains responsive and research-aligned;
  • Works in collaboration with the Equity Officer to ensure that professional learning modules are not fragmented but represent a single, unified message across all divisions; and
  • Performs other duties as assigned.

Qualifications:

  • Extensive experience in the design, implementation and evaluation of professional development frameworks, programs, and initiatives;
  • Ability to design, implement and facilitate systemic, large-scale conferences, workshops and events for a variety of employees;
  • Proven ability to independently identify strategic areas of opportunity, collect data, assess results, draw valid conclusions and present alternative solutions;
  • Ability to evaluate programs, people and processes and provide effective written and oral communication and expertise in personnel and program evaluation;
  • Ability to multitask, organize and prioritize within a fast paced, rigorous environment;
  • Excellent ability to think and act both strategically and tactically; an intelligent decision-maker and problem-solver with sound judgment;
  • Superior ability to build collegial relationships and collaborate with senior leadership, peers and staff at all levels;
  • Demonstrated competence in the ability to provide timely and accurate information needed to inform executive decisions;
  • Demonstrated competencies in the management and supervision of a department and staff; and
  • Must be proficient in Microsoft Office Suite (Excel, PowerPoint, Word, etc), Google applications, eDoctrina professional learning and evaluation platform, and Canvas software.

Education and/or Experience Requirements:

Master’s degree from an accredited college or university in education, organizational development, human resources or a closely related field required; Doctorate preferred.  A minimum of eight (8) years of progressively responsible professional development and leadership experience in a large, complex organization required.  Experience in a large school district or comparable public organization is preferred.

Certification:

Holds or is eligible for a valid professional license in Administrator II (historical) or Supervisor of Instruction, Assistant Principal, or Principal issued by the Maryland State Department of Education (MSDE).

Supervisory Responsibilities:

Oversees and provides guidance and direction to assigned personnel.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
