Position Summary:

Under the direction of the Associate Superintendent of Organizational Development, the Equity Officer serves as a pivotal leader in the Office of Organizational Development and is responsible for ensuring that equity is not a standalone initiative but a foundational lens embedded in every district decision aligned to the professional learning and strategic plan priorities in the district. By centralizing equity within the professional learning infrastructure, the Equity Officer ensures that culturally responsive frameworks are foundational to staff training and leadership development. The incumbent of this position orchestrates cross-departmental collaboration to align policies, practices, and resource allocation, directly aiming to eliminate disparities in achievement, experience and professional learning across the district.
Duties and Responsibilities:
- Leads the equitable implementation of core instruction to provide job-embedded professional learning that strengthens instructional coherence and builds sustainable capacity for inclusive, high-quality learning;
- Informs the design of all system wide professional learning, ensuring culturally responsive frameworks are integrated as core components rather than peripheral ‘add-ons;’
- Collaborates with equity leads to utilize the Framework for Coaching to implement systemic strategies that are integrated into the daily organizational culture;
- Orchestrates cross-departmental collaboration to monitor progress on equity goals and support the revision and implementation of the district’s Equity Policy in direct alignment with the Strategic Plan;
- Disrupts bias by identifying and eliminating bias in discipline, grading, and instructional expectations;
- Partners with the Associate Superintendent and instructional coaches to provide targeted leadership training for executive, district, and school-based staff across content areas;
- Leads the redesign of leadership pathways to identify and eliminate systemic bias to ensure a diverse leadership pool;
- Collaborates with instructional coaches to implement culturally responsive strategies that specifically improve student outcomes in all content areas with a targeted lens on math and literacy;
- Analyzes student data to monitor equity outcomes and drive continuous improvement in teaching and administrative practices;
- Analyzes data to monitor and improve professional learning to meet the personalized needs of students and staff at the district, school and classroom levels;
- Engages families as authentic partners through the development of culturally proficient communication and engagement standards; and
- Performs other duties as assigned.
Qualifications:
- Proven track record in organizational development, educational leadership, or social justice advocacy within a complex school district environment;
- Deep understanding of culturally responsive pedagogy, bias disruption techniques, and systemic equity frameworks;
- Demonstrated ability to work across divisions and departments (i.e., HR, Curriculum, Student Services) to create a unified message and strategy;
- Ability to interpret complex data sets to identify achievement gaps and inform data-driven decisions;
- Exceptional proficiency in facilitating courageous conversations and building partnerships with diverse family and community stakeholders;
- Knowledge of practices that advance workforce diversity, strengthen equity-focused retention efforts, and support professional growth for staff;
- Ability to design improvement efforts to support schools with improving the culture and climate in their schools by creating a sense of belonging;
- Use of appropriate written, verbal or electronic communication formats to disseminate information;
- Proficient in a variety of technologies for data collection and reporting;
- Project management skills to plan and execute engagement initiatives effectively; and
- Ability to establish and maintain effective working relationships with school officials, employees, outside agencies and the general public.
Education and/or Experience Requirements:
Master’s degree from an accredited college or university in education, organizational development, human resources, or a closely related field required; Doctorate preferred. A minimum of five (5) years of successful experience driving innovation in support of equity, diversity and inclusion programming. Previous experience in a public school system is preferred.
Certification:
Holds or is eligible for a valid professional license in Administrator II (historical) or Supervisor of Instruction, Assistant Principal, or Principal issued by the Maryland State Department of Education (MSDE).
Supervisory Responsibilities:
May provide guidance and oversight to assigned personnel.
