Under the direction of the Supervisor – Research and Evaluation, the primary responsibility of the Evaluation Specialist is to design and conduct formative and summative evaluations studies which yield methodologically robust qualitative and/or quantitative appraisals of designated instructional delivery systems, improvement initiatives and specialized school programs. Work is performed under general supervision and is reviewed in terms of the accomplishment of objectives.
Designs and conducts formative and summative evaluations of major programs and instructional initiatives;
Develops data collection instruments such as survey questionnaires and interview and observation protocols to measure the implementation and outcomes of educational programs;
Collects and analyzes the evaluation data;
Writes formal evaluation reports including summative and formative reports;
Interprets and presents the evaluation results to a variety of audiences in written and presentation formats;
Serves as an expert resource to other offices and departments within the school system on research and evaluation methodology;
Assists in the coordination and management of the school level data collection activities conducted by external evaluation agents on behalf of the school system;
Conducts library, database and Web-based research to assist evaluation efforts; and
Performs other duties as assigned.
Extensive knowledge of research methodology, statistics, and data processing; knowledge of educational program evaluation, inferential statistics and experimental design; expertise in statistical analysis software, such as SPSS;
Ability to communicate technical information in a way that is understandable to those without technical training; excellent organizational skills, competent, detail-oriented;
Ability to work efficiently and effectively in a fast-paced work environment and under tight deadlines; strong interpersonal skills;
Demonstrated ability to work effectively with staff both inside and outside of the school system; and
Ability to communicate effectively both orally and in writing.
Master's degree from an accredited college or university in educational research, evaluation, measurement or a closely related area with intensive course work in research methodology, applied statistics, measurement, and/or evaluation required; Doctorate preferred. A minimum of four (4) years of successful related experience required.
