Position Summary:

Under the direction of the Director, the Fiscal Supervisor – Community Schools is responsible for the fiscal management of the Community Schools (Concentration of Poverty) funds.  The incumbent of this position oversees the Community Schools fiscal team and actively creates, plans, coordinates and manages accounting, planning, reporting, internal and external fiscal controls, fiscal analysis and audit actions pertaining to all financial aspects for Community Schools including invoicing, procurement and closeout activities for the ongoing portfolio of the fiscal aspect for Community Schools.  The Fiscal Supervisor prepares, monitors and maintains records and coordinates fiscal operations. The incumbent serves as an advisor to key staff with operational and financial reports and related data and is responsible for the reconciliation of all fiscal aspects pertaining to Community Schools.

Duties and Responsibilities:

  • Oversees and manages the accounting functions of Community Schools, including the timely processing of purchase orders, invoices, contract amendments, change orders and similar documents;
  • Maintains strict fiscal accountability through the review of financial documents and procurement requests for central office operations and requests submitted by schools utilizing Community School funding;
  • Prepares related fiscal reports and communicates with local, state and federal agencies as needed;
  • Maintains accounting controls by creating, recommending and monitoring adherence to policies and procedures as required;
  • Assists the Director in communicating with county and state officials regarding the system’s adherence to and status reporting on all fiscal reports and closeout guidelines;
  • Identifies potential funding risks and develops plans to address projects that are projected or reported to be in a shortfall status;
  • Develops, monitors and maintains fiscal records and related performance measures; provides regular reporting to department management and key staff on availability of funding;
  • Actively participates in the development of the annual budget and spending plan, expenditures-to-date, balances closeout requirements and compliance with internal and external fiscal controls;
  • Assists and participates in local and state program audits and monitoring by providing requested data and participating in interview sessions;
  • Ensures compliance with all applicable state, county and PGCPS fiscal requirements and policies;
  • Develops and manages a robust stakeholder communication plan to ensure critical items, such as invoice payment, are achieved within acceptable timelines and are transparent to vendors; and
  • Performs other duties as assigned.

Qualifications:

  • Experience and knowledge of federal, state and local governmental and other agency relationships and budgetary requirements;
  • Considerable knowledge of Maryland school laws and regulations governing budgets and expenditures specifically to Community Schools (Concentration of Poverty) funds;
  • An understanding of PGCPS organization, operations, goals and priorities;
  • Working knowledge of procedures and experience with budget development and monitoring in a large computerized procurement system in government or the private sector;
  • Considerable knowledge of grant management, public and or private administration principles and practices, with emphasis on budget concepts and organizational systems;
  • Good knowledge of generally accepted purchasing, payroll and accounting principles, practices and procedures applicable to local and state government entities;
  • Computer proficiency with primary emphasis on office organizational tools (Intranet/Internet, e-mail, task tracking and calendar functions), Microsoft Office product suite (Work, EXCEL, PowerPoint, Publisher), and the Oracle Enterprise Resource Planning (ERP) or similar ERP system;
  • Ability to analyze complex organizational procedures and recommend solutions to budgetary and/or management problems;
  • Effective planning and organizational skills, as well as the ability to multi-task and meet deadlines in a fast-paced rigorous environment;  
  • Excellent oral and written communication skills;
  • Ability to effectively manage a team; and
  • Ability to establish and maintain effective working relationships with state, county and school system employees and other officials.

Education and/or Experience Requirements:

Bachelor’s degree from an accredited college or university with major course work in accounting, finance and/or business management required; Master’s degree preferred.  A minimum of five (5) years of applicable experience with considerable progressively responsible grant and/or budgetary experience required; previous experience in a governmental or public school system preferred.

Certification:

None required.

Supervisory Responsibilities:

Supervises and provides guidance to assigned personnel.
