Position Summary:
Under the direction of the Director, the Supervisor - Capital Planning is responsible for overseeing capital planning activities and related community engagement for Prince George’s County Public Schools (PGCPS). The incumbent of this position is responsible for the robust and ambitious capital planning and investment agenda required to strategically deliver a portfolio of 200+ public school and office buildings that are right-sized and able to effectively, efficiently and fully support modern education and related functions. The Supervisor - Capital Planning oversees the development and presentation of the strategic documents that guide capital investments and works to ensure that adopted facility-related master plans are responsive and responsible given data-driven multifactorial analyses.
Duties and Responsibilities:
- Develops, prepares and implements the Educational Facilities Master Plan (EFMP); ensures the capital planning priorities in the EFMP are consistent with the annual budget request and associated six-year Capital Improvement Program (CIP);
- Develops strategies for the effective use of real estate, including leveraging opportunities for swing space to facilitate new construction and renovation projects; makes recommendations regarding funding, school renovations and school consolidation/closures;
- Prepares and presents trends on enrollment projections, facility utilization and capital planning priorities to the executive staff, Board of Education, elected officials, local agencies and external stakeholders as appropriate;
- Leads or participates in boundary studies and initiatives in close consultation with leadership and other PGCPS divisions;
- Leads the department in its communications approach and charge to provide transparent, up-to-date information to decision makers, stakeholders and the community-at-large regarding current and changing capital programming priorities;
- Serves as liaison between PGCPS, the Board of Education, the Prince George’s County Council, the Interagency Commission on Public School Construction and other political bodies; attends and participates in related meetings;
- Collaborates with county planners in the development of master plans, advising them of enrollment trends, the impact of plan scenarios on school enrollments, and ensures that future school sites are recommended when justified;
- Oversees a team of planners tasked with the maintenance of an updated facility database, the development of site-specific and prototype Educational Specifications, the formation of project planning committees, the development of boundary maps, and the update of the website related to capital planning activities; and
- Performs other duties as assigned.
Qualifications:
- Background and technical expertise in educational facility planning and capital programming;
- Knowledge of techniques for projecting student enrollment and conducting demographic analyses;
- Knowledge of land use planning activities and how new housing impacts student enrollment;
- Familiarity with managing a large inventory of public facilities and producing data-driven strategies for prioritization of capital improvements;
- Ability to create an inclusive climate that effectively engages the community in planning activities;
- Superior oral and written communication skills; ability to present critical, potentially contentious information to a wide and varying range of audiences;
- Excellent interpersonal skills as required to develop and maintain relationships with a variety of internal and external stakeholders;
- Computer literacy including proficiency with Google applications and Microsoft Word, Excel, and PowerPoint; and
- Excellent organizational and management skills.
Education and/or Experience Requirements:
Bachelor’s degree from an accredited college or university in business administration, planning, public administration, architecture, engineering, accounting or a related field required; Master’s degree preferred. A minimum of seven (7) years of progressively responsible experience conducting educational facility planning, enrollment forecasting and/or capital programming processes required.
Certification:
American Institute of Certified Planners (AICP) certification preferred.
Supervisory Responsibilities:
Oversees and provides guidance and direction to assigned personnel.
