Position Summary:

Under the direction of the Director of Strategic Planning and Resource Management, the Supervisor of Blueprint Initiatives will provide leadership and oversight for the implementation and coordination of the Blueprint for Maryland’s Future plan across the district.  The incumbent of this position will supervise and manage the development, compliance and reporting of Blueprint and associated grant initiatives, ensuring alignment with district goals and state requirements.  The Supervisor of Blueprint Initiatives will oversee the financial administration and resource allocation of grants under the purview of the office and serve as a key liaison between departments to support program success. The incumbent of this position will also provide strategic planning, data analysis and performance monitoring to guide effective decision-making and continuous improvement.

Duties and Responsibilities:

  • Leads the development, coordination and submission of Blueprint plans, updates, reports and financial documents, including amendments and narratives, in collaboration with program supervisors, directors, chiefs and other key personnel;
  • Oversees compliance, reporting and performance monitoring for all Blueprint and grant-related initiatives, ensuring accurate and timely submission of required reports to the Maryland State Department of Education (MSDE) and other stakeholders;
  • Provides strategic support to the Director of Strategic Planning and Resource Management, including the development of performance measures, data analysis and recommendations for program improvements;
  • Collaborates with departments to refine and integrate data collection and reporting tools that support Blueprint objectives;
  • Supervises the collection and management of data related to Blueprint funding and outcomes, ensuring data integrity and usability for internal planning and external reporting;
  • Maintains strong knowledge of Blueprint for Maryland’s Future legislation, updates and best practices, and serves as a subject matter expert to internal stakeholders;
  • Reports on grant management performance measures to executive leadership;
  • Assists the Director in organizing cross-functional grant support teams to address concerns and implementation issues and provides status reports during the grant period;
  • Reviews, interprets and enforces relevant funding rules, policies, and regulations related to grant acquisition and management from federal, state and local agencies, and private institutions; and
  • Performs other duties as assigned.

Qualifications:

  • Demonstrated success in the development of strategic initiatives, program implementation, assessment, monitoring and providing oversight;
  • Demonstrated leadership and broad experience working effectively with diverse staff, community and other stakeholders;
  • Knowledge of current best practices and trends that support student learning and academic achievement;
  • Excellent management, planning, organizational and human relations skills;
  • Proficiency with MS Office Suite (Word, Excel, PowerPoint), database management, and Google Suite;
  • Superior written and oral communication skills and ability to intuitively present and document ideas and concepts to staff, management and stakeholders at all levels;
  • Ability to partner with others and provide valuable strategic planning and performance management consultation;
  • Ability to build relationships and collaborate with senior leadership, peers, internal and external stakeholders, and staff at all levels;
  • Flexibility and ability to adapt to evolving job roles and diversity of projects; and
  • Highly self-motivated, self-directed and attentive to detail.

Education and/or Experience Requirements:

Bachelor’s degree from an accredited college or university in education, business administration, communications, or related field required; Master’s degree preferred.  A minimum of five (5) years of work experience in program administration and/or project management in a local/state government or public school system is required.

Certification:

Supervisory Responsibilities:

Provides guidance and supervision to assigned personnel.
