Luis A. Morales, Senior Advisor to the Superintendent

Luis A. Morales serves as Senior Advisor to Prince George’s County Public Schools’ Superintendent Millard House II. In the role, he advises the Superintendent on policy, strategy, advocacy and operational matters to further the goals of the school system. Mr. Morales also represents the Board of Education as the chief negotiator in the collective bargaining process.

Mr. Morales previously worked as a key member of SEIU Texas where he represented thousands of essential workers including janitors, airport workers, food service workers and hospital employees statewide. As Communications Specialist, he supported vital efforts in grass roots, digital and political organizing as well as key contract campaigns in El Paso, Corpus Christi and Houston. 

Through his work at Be A Resource for CPS Kids and Harris County Protective Services for Children and Adults, Morales helped increase resource awareness and ensure Houston’s most vulnerable populations received emergency supplies including meals, clothing, hygiene items, school uniforms and much more.  He oversaw the implementation of core programs and launched organizational digital footprints leading to the development and sustainability of key public-private partnerships with major retailers, community groups, faith-based organizations and other internal/external stakeholders.

Most recently, Mr. Morales served as General Manager of Media Relations, Marketing and Strategic Communications at Houston Independent Schools District, the eighth largest district in the country. In his role, he collaborated with the multimedia, translations and digital media managers to further the district’s communication goals.  Morales oversaw strategic communication and media relations efforts to support departments district wide, school level initiatives, and launched the district’s first monthly internal/external newsletter ensuring a focus on inclusive stories reflective of the diverse community.  While managing the HISD Press Office, he prioritized transparency and developed positive relationships with local and national media partners to increase balanced, positive media coverage of the district and its families. 

Mr. Morales was born and raised in Houston, Texas and graduated as a first-generation college student.  Morales attended the University of Houston – Downtown where he obtained a B.A. in Communication Studies and an M.A. in Nonprofit Management.
