Pillar 5 - Governance & Accountability

Pillar 5

Outcomes for Pillar 5:

In an effort to implement the Blueprint for Maryland's Future with fidelity, local education agencies (LEAs) have partnered with the Maryland State Department of Education (MSDE) and the Accountability and Implementation Board (AIB) to monitor, review, and evaluate the initiatives, programs, and processes that support this education reform. PGCPS had a monitoring conference with the AIB on October 15, 2025.

Expert Review Teams

All 24 LEAs in the state of Maryland were asked to create a plan that ensures the Blueprint for Maryland's Future is implemented based on the requirements of the law. Thus, part of the process requires monitoring, reviewing, and evaluating each LEA’s implementation of their plan.

More specifically, the Blueprint legislation requires MSDE to establish, administer, and supervise an Expert Review Team to observe classes, conduct interviews and focus groups, and use other data to analyze the implementation of the Blueprint for Maryland’s Future in schools. Additionally, the Expert Review Team will determine areas of strength and the underlying causes for student performance problems, evaluate behavioral health services provided in schools, and develop recommendations to address identified issues.

For the 2025-2026 school year, there are 33 elementary, K-8, and middle schools selected for the review process in Prince George’s County Public Schools (PGCPS). The focus areas are mathematics and literacy. More information about the Expert Review Team can be found on the Expert Review Team webpage.
