Position Summary:
Under the direction of the Director, the Assistant Director – Talent Management provides leadership and strategic direction for the offices within the department which oversee the functions of compensation, classification, position management and Human Resources Information Systems (HRIS). The incumbent of this position supports a variety of programs and work strands, and develops and oversees implementation of policies and processes to support the employment lifecycle. The Assistant Director will assist the Director in the development and implementation of strategic initiatives and will supervise assigned personnel.
Duties and Responsibilities:
- Develops strategies by identifying and researching operational needs and issues; leads and participates in information analysis and recommendations for strategic direction that establishes objectives in line with the mission and vision of the school system;
- Provides logistical and administrative support and leadership to assigned offices to ensure seamless and efficient services; designs or refines strategies and plans around areas of opportunity in response to data;
- Conducts routine and specialized reporting requiring data collection and analysis; prepares and presents specialized reports;
- Partners and collaborates with division and school system departments such as Information Technology, Employee & Labor Relations, Payroll Services and Budget & Management Services, to ensure alignment with systemic initiatives;
- Provides consultation, guidance and technical assistance on matters related to operational areas, including assisting in the development of department-specific policies, procedures and forms;
- Develops and revises department Administrative Procedures, Standard Operating Procedures, and other processes and procedures to ensure district is in compliance with all local, state, and federal requirements;
- Represents the department at meetings and conferences as requested to give and receive information along with establishing collaborative relationships with other offices and agencies;
- Completes staff evaluation activities as assigned and oversees the office and staff in the absence of, or at the direction of, the Director; and
- Performs other duties as assigned.
Qualifications:
- Knowledge of Prince George's County Public Schools’ mission and organizational structure;
- Considerable knowledge of public school administration and policies;
- Knowledgeable of strategic compensation and classification systems, programs and processes;
- Understands human resources/human capital, budget, and information technology language to communicate effective across varied groups;
- Familiarity with both qualitative and quantitative data collection;
- Use of appropriate written, verbal or electronic communication format to disseminate information;
- Proficient in a variety of technologies for data collection and reporting (e.g. Microsoft Office Suite, Oracle and Internet);
- Demonstrated successful supervisory experience including the ability to lead assigned staff through managing change;
- Ability to work effectively as a team member or independently – actively participate as a member of a team to move the team towards goal attainment;
- Ability to effectively inform and involve others by sharing important relevant information with stakeholders,
- Ability to make data driven decisions; strong analytical skills that inform problem solving and decision making capacity;
- Ability to analyze issues, shift priorities and cope with ambiguity in a fast-paced environment; and
- Ability to communicate effectively, convey reliable accurate information so that the recipient clearly understands its intent.
Education and/or Experience Requirements:
Bachelor’s degree from an accredited college or university in human resources, public administration, business administration or a related field required; Master’s degree preferred. A minimum of five (5) years of progressive experience in human resources or a related field, three (3) of which were at the supervisory level, required. Previous experience in an educational institution preferred.
Certification:
SHRM, PHR or similar certification preferred.
Supervisory Responsibilities:
Oversees and provides guidance and direction to assigned personnel.
