Position Summary:

Under the direction of the Superintendent, the Associate Superintendent of Teaching, Learning and Innovation provides visionary, equity-driven leadership in service of improving instruction, professional learning, and innovation with a specific focus on Comprehensive Support and Improvement (CSI), selected Additional Targeted Support and Improvement (ATSI), and other low performing schools identified by the Maryland State Department of Education.  In close collaboration with the Associate Superintendent of Innovation and Performance, the incumbent of this position builds the instructional capacity of principals and central office teams to disrupt inequities and accelerate student learning. The Associate Superintendent guides the system’s efforts to foster rigorous, culturally responsive instructional practices, data-informed improvement cycles, and innovative approaches to teaching and learning that yield equitable outcomes for all students.

Duties and Responsibilities:

  • Builds the instructional leadership capacity of principals and school-based teams through coaching, performance monitoring, and the implementation of evidence-based leadership development structures;
  • Collaborates with the Associate Superintendent of Innovation and Performance to align district and school priorities, ensuring coherence in school improvement planning and support services;
  • Supervises the design and implementation of continuous improvement processes that integrate data analysis, equity audits, and evidence-based practices;
  • Leads professional learning communities for school leaders, instructional teams, and central office staff that focus on effective instructional practices, student engagement, and academic excellence;
  • Guides the implementation of innovative models for curriculum, assessment, and pedagogy to reimagine learning environments in ways that empower students and educators;
  • Monitors progress on system-wide strategic priorities aligned with the district’s equity-centered strategic plan;
  • Engages in collaborative planning with department leaders to ensure that CSI, ATSI, and low performing schools receive the necessary human, fiscal, and technological resources;
  • Partners with communities, families, and key stakeholders to promote transparency, build trust, and support a shared vision for educational transformation;
  • Responds to and addresses concerns from families, educators, and community members in a timely and solutions-oriented manner;
  • Oversees the community schools program;
  • Performs other duties as assigned.

Qualifications:

  • Deep knowledge of school reform, instructional improvement, and leadership development with a commitment to educational equity and social justice;
  • Demonstrated experience implementing turnaround strategies in underperforming schools, including leading professional development and change management initiatives;
  • Ability to analyze complex problems and develop innovative, high-impact solutions;
  • Effective leadership and organizational skills with the ability to influence and inspire at all levels of the organization;
  • Expertise in the use of data to drive instructional improvement and organizational learning;
  • Experience building collaborative partnerships with school leaders, educators, families, and communities;
  • Familiarity with the Public School Laws of Maryland, the bylaws of the State Board of Education, and the policies of the Prince George’s County Board of Education; and
  • Exceptional oral and written communication skills.

Education and/or Experience Requirements:

Master's degree from an accredited college or university in education, educational leadership, curriculum and instruction, or a related field required; Doctorate preferred.  A minimum of three (3) years of administrative experience required; successful experience as a school principal or central office leader preferred.

Certification:

H Holds or is eligible for a valid professional license in Administrator II (historical) or Supervisor of Instruction, Assistant Principal, or Principal issued by the Maryland State Department of Education (MSDE); holds or is eligible for Superintendent’s endorsement.

Supervisory Responsibilities:

Oversees and provides guidance to assigned personnel.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
