Position Summary:

Under the direction of the Chief of Staff, the Associate Superintendent of Community Schools and Strategic Partnerships provides visionary, equity-driven leadership for the district’s Community Schools strategy and cross-sector partnerships in service of improving student outcomes, school conditions, family engagement, and community well-being. The incumbent of this position oversees the implementation and continuous improvement of Community Schools across the portfolio schools, many of which are identified by the Maryland State Department of Education for Comprehensive Support and Improvement (CSI), Additional Targeted Support and Improvement (ATSI), Targeted Support and Improvement (TSI), and other accountability designations.
The Associate Superintendent leads the strategic investment and stewardship of funding to support integrated student supports, expanded learning opportunities, family and community engagement, mental and behavioral health services, and other wraparound services designed to remove barriers to student success. In close collaboration with other associate superintendents, chiefs, principals, and central office leaders, the incumbent ensures that Community Schools investments are aligned to system priorities, evidence-based practices, and continuous improvement processes that strengthen outcomes for students and families.
Duties and Responsibilities:
- Leads the strategic implementation, oversight, and continuous improvement of the district’s Community Schools framework across all identified schools;
- Oversees the administration and stewardship in federal, state, local, and grant-funded resources to support wraparound services and school-community partnerships;
- Builds the leadership capacity of principals, community school coordinators, and school-based teams through coaching, professional learning, performance monitoring, and implementation support;
- Collaborates with associate superintendents, chiefs, and department leaders to align Community Schools investments and supports with district strategic priorities, school improvement efforts, and equity goals;
- Ensures that CSI, ATSI, TSI, and other identified schools receive coordinated supports and targeted interventions designed to improve academic achievement, attendance, engagement, and school climate;
- Supervises the development and implementation of continuous improvement processes that integrate data analysis, needs assessments, equity audits, program evaluation, and evidence-based practices;
- Develops systems and structures to monitor the effectiveness, fidelity, and impact of Community Schools initiatives and funded partnerships;
- Leads the design and implementation of smart scaling strategies that identify, refine, and expand high-impact practices across schools and communities;
- Oversees partnership development and engagement with community-based organizations, government agencies, higher education institutions, philanthropic partners, healthcare providers, and other external stakeholders;
- Establishes accountability structures for vendors, contracted providers, and partner organizations to ensure high-quality service delivery, fiscal responsibility, compliance, and measurable outcomes;
- Leads cross-functional collaboration among instructional, operational, student services, family engagement, and school support teams to ensure integrated and coordinated supports for students and families;
- Promotes meaningful family and community engagement strategies that elevate stakeholder voice, strengthen trust, and foster shared responsibility for student success;
- Responds to concerns and inquiries from families, educators, community members, and stakeholders in a timely, collaborative, and solutions-oriented manner;
- Monitors progress toward system-wide goals related to student success, opportunity, belonging, wellness, and equitable access to resources and supports;
- Represents the district in local, state, and national Community Schools networks, initiatives, and collaborative partnerships; and
- Performs other duties as assigned.
Qualifications:
- Deep knowledge of school reform, instructional improvement, and leadership development with a commitment to educational equity and social justice;
- Demonstrated experience implementing turnaround strategies in underperforming schools, including leading professional development and change management initiatives;
- Demonstrated experience leading large-scale initiatives focused on integrated student supports, family engagement, school transformation, and continuous improvement;
- Ability to analyze complex problems and develop innovative, high-impact solutions;
- Effective leadership and organizational skills with the ability to influence and inspire at all levels of the organization;
- Expertise in the use of data to drive instructional improvement and organizational learning;
- Experience building collaborative partnerships with school leaders, educators, families, and communities;
- Familiarity with the Public School Laws of Maryland, the bylaws of the State Board of Education, and the policies of the Prince George’s County Board of Education; and
- Exceptional oral and written communication skills.
Education and/or Experience Requirements:
Master's degree from an accredited college or university in education, educational leadership, curriculum and instruction, or a related field required; Doctorate preferred. A minimum of three (3) years of administrative experience required; successful experience as a school principal or central office leader preferred.
Certification:
Holds or is eligible for a valid professional license in Administrator II (historical) or Supervisor of Instruction, Assistant Principal, or Principal issued by the Maryland State Department of Education (MSDE); holds or is eligible for Superintendent’s endorsement.
Supervisory Responsibilities:
Oversees and provides guidance and direction to assigned personnel.
