Position Summary:

Under the direction of the Chief Human Resources Officer, the Associate Superintendent of Organizational Development provides executive leadership for the design, development and implementation of a coherent districtwide system of professional learning, with a focus on employee induction and development, leadership development, and organizational culture and experience. This role is central to strengthening workforce capacity, improving instructional quality, and advancing student outcomes in partnership with other offices.

Duties and Responsibilities:

  • Designs, leads and monitors a districtwide learning progression and system of job-embedded professional learning aligned to instructional priorities and Danielson’s Framework for Teaching (FFT);
  • Partners with Curriculum and Instruction, Information Technology, School Leadership, Assessment and Accountability, Operations, and Chief of Staff offices to coordinate cross functional instructional coaching, mentoring, and support;
  • Designs and oversees a coherent system of early-career and ongoing employee development to improve practice, coherence and retention, including novice teacher induction, coaching and mentoring, university partnerships, residency and alternative pathways, CPD alignment, NBCT supports, and role-aligned, job-embedded learning pathways for paraprofessionals and support staff;
  • Designs and oversees leadership pipelines that prepares, onboards and sustains leaders at all levels, including teacher leaders, assistant principals, principals, and district leaders;
  • Leads efforts to strengthen employee experience, belonging and organizational culture including retention and reclamation strategies, and employee recognition programs;
  • Serves as a senior leader within the Division of Human Resources and a strategic partner across central office divisions; establishes cross-functional collaboration with departments, associations and the Maryland State Department of Education (MSDE); uses data to monitor implementation, assess impact and drive continuous improvement; and leads change management efforts to reduce fragmentation, improve coherence, and ensure efficient use of fiscal and human resources;
  • Supports the development of professional learning aligned to the district’s strategic plan and state standards and expectations;
  • Collaborates with other offices to plan and provide oversight of systemic principal meetings, evaluate different professional learning sessions, review courses and materials, and develop long range plans;
  • Provides oversight in the development, implementation and monitoring of the division’s budget, including state and federal funds; and
  • Performs other duties as assigned.

Qualifications:

  • Demonstrated expertise in organizational development, professional learning, leadership development, and/or large-scale systems change;
  • Deep knowledge of K–12 instruction, adult learning theory, change management theories and practices, and leadership development;
  • Thorough knowledge of the Public School Laws of Maryland, the bylaws of the State Board of Education, and the policies of the Board of Education of Prince George's County;
  • Strong strategic planning, facilitation, and communication skills;
  • Demonstrated commitment to equity, cultural competence, and inclusive leadership;
  • Superior written and oral communication skills and ability to intuitively present and document ideas and concepts to staff, management and stakeholders at all levels;
  • Proven ability to lead cross-functional work and change management in a complex organization;
  • Proven ability to design, lead, and implement system level change or projects;
  • Ability to use data to inform decisions and drive improvement; and
  • Ability to evaluate programs, people and processes, and provide effective written and oral communication and expertise in personnel and program evaluation.

Education and/or Experience Requirements:

Master’s degree in education, organizational leadership, human resources or a related field required; Doctorate preferred.  A minimum of ten (10) years of progressively responsible leadership experience, including mid-level to senior-level leadership in a large, complex organization required.  Experience in a large urban or suburban school district or comparable public organization preferred.

Certification:

Holds or is eligible for a valid professional license in Administrator II (historical) or Supervisor of Instruction, Assistant Principal, or Principal issued by the Maryland State Department of Education (MSDE); holds or is eligible for Superintendent’s endorsement.

Supervisory Responsibilities:

Oversees and provides guidance to assigned personnel.
