Position Summary:
Under the direction of the Chief Financial Officer (CFO), the Deputy Chief Financial Officer assists in running the day-to-day operations of the division, actively monitoring and managing financial operations, including budgeting, accounting, reporting and auditing processes, to ensure efficient use of funds, compliance with regulations and alignment with strategic goals. The incumbent of this position will assist with providing financial support for the executive team, the Board of Education and other stakeholders. The Deputy Chief Financial Officer will directly supervise the operational and compliance functions of Payroll & Absence Management, Benefits & Retirements Services, as well as Risk Management & Worker’s Compensation. The incumbent of this position serves as CFO in the CFO’s absence.
Duties and Responsibilities:
- Supports the CFO on strategic and tactical matters, and is responsible for providing reporting, projections and analysis to support senior management in decision-making;
- Initiates and develops overall objectives for the division in concert with the CFO; assesses needs, establishes procedures, develops specific objectives and strategies and implements the processes and procedures for the evaluation of each program/initiative;
- Engages and works collaboratively with leadership of other offices to ensure accountability and proper management and use of the district’s financial resources;
- Serves as key liaison for compliance audits and reviews, including but not limited to Internal Audit, Office of Integrity and Compliance, Office of Legislative Affairs and the Maryland State Department of Education (MSDE);
- Facilitates change management for the division, providing support for business processes and implements change initiatives as needed;
- Keeps abreast of all federal, state, local and Board mandates to advise the CFO on relevant changes or additions to policies, procedures, controls and reporting systems;
- Assists in providing financial data and periodic reports to the Board of Education, the Superintendent and agencies, as needed;
- Interprets Board policies and procedures to staff and makes recommendations to the CFO regarding policies and procedures pertinent to the operation of the division; ensures that administrative practices and procedures are updated on a routine basis; and
- Performs other duties as assigned.
Qualifications:
- Considerable knowledge of public administration principles and practices;
- Considerable knowledge of federal, state and local governmental and other agency relationships and budgetary requirements affecting public school operations;
- Considerable knowledge of governmental budgeting methods and the operational relationships between the budgeting, accounting and data processing functions;
- Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) concepts and updates;

Education and/or Experience Requirements:
Bachelor’s degree from an accredited college or university in finance, accounting, economics, business administration, public administration or a related field required; Master’s degree preferred. A minimum of eight (8) years of related work experience and experience with financial management in a complex organization such as a local government, non-profit or business required.
Certification:
Certified Public Accountant (CPA) preferred.
Supervisory Responsibilities:
Supervises and provides guidance/oversight to assigned personnel.
