Position Summary:
Under direction of the Associate Superintendent of Student Services, the Director of Student Stability and Success will develop, coordinate, implement, administer and evaluate a comprehensive program focused on, but not limited to, home and hospital teaching, home schooling, McKinney Vento Programs, adolescent pregnant and parenting program, attendance, bullying, multi-tiered systems of support, pupil personnel services, school health, and student engagement and school support services. The incumbent of this position serves as a liaison to Prince George's County, and community and private agencies. Responsibilities include budget planning, development of student services related policies and procedures, professional development, long-range program planning, and supervision and evaluation of staff members.
Duties and Responsibilities:
- Provides direct supervision to assigned offices within the Department of Student Services, who are responsible for the direct oversight of student success and stability including but not limited to home and hospital teaching, McKinney Vento Programs, home schooling, pupil personnel services, adolescent pregnant and parenting program, school health, student engagement and school support services and related external partnerships;
- Assesses needs, establishes priorities, develops specific objectives and strategies and implements the process and procedures for the evaluation of each program and staff;
- Supports the development, monitoring and achievement of overall objectives for the Department of Student Services for assigned offices;
- Prepares and monitors portions of the annual budget for the Department of Student Services in collaboration with other office leadership by overseeing selected position control and allocation processes for staffing requests and programmatic resources;
- Monitors and provides leadership for the development and implementation of all grants assigned to various initiatives awarded to incumbents and request for proposals processes;
- Supports bullying investigations, independent reviews and annual reporting;
- Works with an executive team within the department and other executive leadership within and across PGCPS to accomplish departmental, office and systemic outcomes;
- Prepares testimony, presentations and responses for executive leadership, the Board of Education, County Council, community constituent concerns, and state legislative proposals related to issues that affect student success and stability programs, resources; and
- Performs other duties as assigned.
Qualifications:
- Thorough knowledge of the Maryland State Department of Education (MSDE) and Prince George’s County Public Schools policies, regulations and procedures as it pertains to coordinated pupil personnel services according to COMAR;
- Knowledge of evidence-based multi-tiered interventions, school health regulations and bullying;
- Knowledge on how to integrate student overall strategies into the curriculum and school culture;
- Demonstrated leadership in guiding diverse groups of people through problem-solving;
- Exceptional organizational skills and the ability to effectively manage multiple requests from schools, offices, families, and community stakeholders;
- Proficient use of technology with the ability to adapt to new technology quickly;
- Effective human relations, interpersonal, written and oral communication skills;
- Ability to collect, analyze and interpret data;
- Ability to keep abreast of new guidelines, practices and regulations related to research and evidence-based practices in the field;
- Ability to establish and maintain effective and professional work relationships with students, staff, parents, school officials, community partners and outside agencies;
- Ability to plan, coordinate and evaluate district-wide programs; and
- Ability to effectively present and communicate through a variety of forums, including presentations, community forums, student assemblies and internal meetings.
Education and/or Experience Requirements:
Master's degree from an accredited college or university in education, counseling, psychology, social work, organizational leadership or a related field required; Doctorate preferred. A minimum of five (5) years of experience in a student services related field, such as counseling, pupil personnel work, social work, psychology or school health; and three (3) years of supervisory experience required.
Certification:
Holds or is eligible for a valid professional license in Administrator I or Supervisor of Instruction, Assistant Principal, or Principal issued by the Maryland State Department of Education (MSDE). Maryland state certification endorsement or licensure for one of the pupil service fields, including social work, guidance and counseling, school psychology and/or pupil personnel worker.
Supervisory Responsibilities:
Oversees and provides guidance and direction to assigned personnel.
