Position Summary:

Under the direction of the Associate Superintendent, the Director of Community Schools Financial Management is responsible for supervising and completing complex grants revenue and expenditure budgets related to Community Schools, overseeing grants accounting and reporting, as well as leading annual audits.  The incumbent of this position oversees management analysis projects related to Community Schools grants (Concentration of Poverty Grant) as outlined in the Blueprint for Maryland’s future. The Director oversees the Community Schools fiscal team and actively designs and supervises accounting, planning, reporting, internal and external fiscal controls, fiscal analysis and audit actions related to the ongoing portfolio of Community Schools. The incumbent of this position will also serve as a routine liaison between the Chief of Staff, Chief Financial Officer and other school divisions, departments, schools, auditors and other state and county officials.

Duties and Responsibilities:

  • Provides vision, leadership and oversight in financial planning, implementing and evaluating the fiscal components of the PGCPS Community Schools initiative;
  • Guides the development and management of the annual Community Schools grants budget and periodic financial forecasts, including maintaining effective position and financial control systems and procedures;
  • Directs the overall management of the Community Schools grants budget, expenditures and revenues, ensuring accurate accounting and reporting in compliance with all laws, regulations and policies;
  • Develops an operational framework for the unit, establishing procedures for monitoring its operation and making changes when necessary;
  • Leads the planning and preparation of periodic and annual grant accounting reports and grant applications;
  • Facilitates processes to develop and report financial information to relevant stakeholders, including the PGCPS Executive Cabinet, Board of Education and Maryland State Department of Education;
  • Supports office staff and community schools’ leadership and liaisons in ensuring financial allocations support a comprehensive school improvement strategy;
  • Provides oversight and monitoring of the expenditure of funds;
  • Interprets Board policies and procedures to staff and makes recommendations for policies and procedures pertinent to the operation of the unit;
  • Attends and/or conducts system-wide meetings at various levels; and
  • Performs other duties as assigned.

Qualifications:

  • Thorough knowledge of the Maryland State Department of Education (MSDE) and Prince George's County Public Schools (PGCPS) policies, regulations, and procedures;
  • Knowledge of public administration principles and practices and position control processes as it relates to the overall fiscal health of the organization;
  • Knowledge of governmental budgeting methods and the operational relationships between the budgeting, accounting and information systems processes and functions;
  • Knowledge of and experience with the development and implementation of performance based and other best practices supporting budget development and management;
  • Knowledge and skills in the area of information technology particularly as it relates to Enterprise Resource Planning (ERP) systems, with knowledge and experience in Oracle software supporting accounting, budgeting, procurement, human resources, and payroll functions preferred;
  • Knowledge of the budget and accounting structures required under the Laws of the State of Maryland and Prince George's County and knowledge of the Financial Reporting Manual for Maryland Public Schools;
  • Strong leadership skills and administrative competency;
  • Knowledge of the implications of the Government Accounting Standards Board (GASB) pronouncements as it relates to the budgeting process; and
  • Ability to communicate and present effectively both orally and in writing; effective human relations skills.

Education and/or Experience Requirements:

Bachelor’s degree from an accredited college or university in finance, financial management, accounting, public administration or a related field required; Master’s degree preferred.  A minimum of five (5) years of increasingly responsible financial management/analyst and/or budget/cost analysis and projection trend development experience required; previous experience in a large public sector organization preferred.

Certification:

Certified Grants Management Specialist (CGMS) or similar certification preferred.

Supervisory Responsibilities:

Oversees and provides guidance and direction to the unit staff.
