Position Summary:
Under the direction of the Chief Financial Officer, the Director of Financial Services will be responsible for performing executive level oversight for processing of complex fiscal transactions, financial accounting and reporting, accounts payable, investments and cash management operations.
Duties and Responsibilities:
- Initiates and develops overall objectives for the unit: assesses needs, establishes priorities and develops strategies;
- Provides leadership to achieve cost-effective practices and safeguarding of assets throughout the district;
- Oversees the financial and compliance audits; ensures the timely analysis and reconciliation of accounts; preparation of audit schedules;
- Develops and produces financial reports, including the Annual Comprehensive Financial Report (ACFR);
- Ensures the effective implementation and monitoring of all GASB pronouncements and standards;
- Develops specific investment objectives and strategies; leads investment decisions and monitors the performance of the investment portfolio;
- Develops a cash forecast and monitors cash flows to maintain a system of controls over cash receipts, deposits, disbursements and investments;
- Leads ongoing process improvement efforts for the unit to ensure operational efficiency;
- Establishes procedures for monitoring its operation including the updating of policies and procedures, SOPs, bulletins and other methods for effective operations;
- Interprets Board policies and procedures to staff and recommends to the Chief Financial Officer policies and procedures pertinent to the operation of the unit within the division;
- Maintains effective communication within the unit; develops personnel for maximum effectiveness;
- Develops a budget based on an analysis of needs and an awareness of availability of resources within the unit; approves and monitors the expenditure of funds; and
- Performs other duties as assigned.
Qualifications:
- Considerable knowledge of GAAP and public administration principles and practices;
- Considerable knowledge of and experience with governmental finance and accounting, accounts payable and cash management; as well as operational relationships between the budgeting, accounting and information systems processes and functions;
- Considerable knowledge of current literature and innovations in governmental accounting and financial management;
- Considerable knowledge of federal, state and local governmental and other agency relationships and budgetary requirements affecting public school operations;
- Demonstrated functional knowledge and skills in the area of information technology particularly as it relates to Enterprise Resource Planning (ERP) systems, with knowledge and experience in Oracle software supporting accounting, budgeting, procurement, human resources, and payroll functions preferred;
- Demonstrated knowledge of the budget and accounting structure required under the Laws of the State of Maryland and Prince George's County;
- Demonstrated knowledge of the implications of GASB pronouncements as they relate to the financial accounting and reporting process;
- Demonstrated knowledge and experience with formulation, development, and implementation of strategic tax planning to support the overall financial objectives of the school district and the educational foundation;
- Demonstrated leadership and administrative competency; and
- Demonstrated written and oral communication skills, and effective human relations skills.
Education and/or Experience Requirements:
Bachelor’s degree from an accredited institution with concentration in finance, financial management, accounting, public administration or a related field required; increasingly responsible experience in financial management and administration required, with a minimum of five (5) years of financial management/analytical experience in a large public sector organization.
Certification:
CPA, Certified School Business Official (CSBO), or Certified Public Finance Officer (CPFO) preferred.
Supervisory Responsibilities:
Oversees and provides guidance and direction to the unit staff.
