Position Summary:

Under the direction of the Director of Curriculum and Instruction, the Fiscal Analyst – Curriculum and Instruction will coordinate the day-to-day operations of the Title II grant and maintain fiscal records, prepare budgets, analyze and reconcile monthly budget reports of restricted funds, and make projections of expenses for all budgets. An employee in this class may improve upon existing methods or develop new methods and techniques to accomplish assigned duties. The employee will work within those policy guidelines established by the school system, the Title II grant and the Director of Curriculum and Instruction. Work involves contact with departments within the school system as well as outside vendors.

Duties and Responsibilities:

Management Tracking System for restricted funds, which are essential to the management of the Division;

Assists the Director with the completion of the Title II grant to MSDE;

Provides financial information to supervisory staff who may be responsible for multi-year or short-term grant budgets;

Maintain records of all the purchase orders made on grants;

Assists in preparation, implementation, monitoring of grant budgets, as well as budget reports that may be required;

Assist supervisors in preparing mid and final year grant reports;

Analyzes and reconciles monthly grant reports, reporting discrepancies to the Director;

Enters and receives orders and reconciles purchase order discrepancies with vendors;

Develop and maintain the Non Public orders and data files;

Manage and review Non Public school payments;

Participate in grants and Non Public Audit;

Provide cost sheets status report to various supervisors;

Prepare Non Public projection report for various departments;

Act as departmental liaison with MSDE regarding Title II grant issues;

Compile and review the State report quarterly;

Compile statistical data for dissemination to various Financial Services Departments; and

Performs related work as required.

Qualifications:

Working knowledge of office procedures, practices, and equipment;

Good knowledge of the current principles and practices used in planning and monitoring budgets;

Good knowledge of the research and statistical principles, methods and procedures applicable to grant budgeting and accountability;

Ability to analyze, interpret and explain budget reports and to make projections and recommendations orally and in writing; and

Ability to establish and maintain effective working relationships with program leadership, program employees and other school system staff.

Education and/or Experience Requirements:

Bachelor’s degree required with major course work in Finance, Accounting, Administration, Business Administration or related field with at least three (3) years of work experience in grant management and public school/government budgeting or accounting required.

No direct supervisory responsibilities.
