Position Summary:

Under the direction of the Instructional Supervisor, the Instructional Specialist of the Infants and Toddlers Program is responsible for assisting the Supervisor in providing instructional leadership, compliance and oversight for appropriate educational programming for infant and toddler children aged birth to four (4). 

Duties and Responsibilities:

 Facilitates inclusive opportunities to expand least restrictive placement continuum for children aged birth to 4;

Oversees compliance indicators and related data collection;

Provides mentoring, support and consulting in a continuum of service delivery settings;

Participates in IFSP/XIFSP meetings;

Provides instructional leadership, including professional development, in the areas of developmentally appropriate early childhood best practices, coaching, routine-based intervention, inclusive education, differentiated instruction and routine-based interviews;

Acts as a liaison with community programs to expand inclusive opportunities;

Oversees the Extended IFSP database and assisting in development of reports;

Assists with mediation and due process hearings as needed;

Assists in the development of reports and other department documents;

Monitors individual caseloads and providing instructional leadership to support to individuals in development of IFSP and related data;

Collaborates with Partner Agencies in development of the Consolidation Local Implementation Grant (CLIG);

Monitors intake, referral and caseload assignment process;

Tracks and monitors transition children and ensure compliance/timeline as required by MSDE;

Maintains transition database to ensure all required timelines are met;

Acts as a liaison with ECC Principals and Coordinators;

Develops CLIG in collaboration with Lead Agency and MSDE;

Performs outreach to expand community connections;

Represents infants and toddlers at meetings and conferences as requested to give and receive information, serving as panelist, presenter, and facilitator at conferences;

Supports initial assessment process to ensure best practice and compliance with MSDE indicators and related data for timely initiation of services;

Ensures adherence, modification and distribution of Policies and Procedures;

Oversees COS and WSS data collection policies and procedures;

Provides transitional support for the three and four year olds; and

Performs other related duties as assigned.

Qualifications:

Minimum of five (5) years teaching in the field of Infants and Toddlers Early Childhood Programs or related experience;

Expertise in early intervention birth to five;

Knowledge of Part C and Part B regulations;

Knowledge of trends, research and initiatives related to natural environment;

Knowledge and experience with parent coaching and developmentally appropriate practices;

Expertise in providing differentiated instruction for Early Childhood students in a variety of natural and inclusive settings;

Minimum of two (2) years of administrative or leadership experience;

Effective interpersonal skills, human relations skills and oral and written communication skills;

Experience developing policies and procedures related to Part C regulations;

Experience with program development and implementation of new initiatives; and

Able to collect, manage and analyze data.

Education and/or Experience Requirements:

Master’s Degree from an accredited college or university in the area of Special Education or related fields.

Certification:

Administration I Certificate required; Advanced Professional Certificate.

Supervisory Responsibilities:

Assist staff supervisor with staff and personal evaluations.
