Position Summary:
Under the
direction of the Title I Coordinating Supervisor, the Instructional Specialist
is responsible for monitoring Title I instructional programs and initiatives to enhance program effectiveness and to ensure
compliance with federal, state and local guidelines. This position is responsible for monitoring, facilitating, and
promoting all facets of the system's designated Title I Program. The Instructional Specialist collaborates
with the supervisor, other specialists, and area office staff regarding the Title I school improvement grant, school wide programs,
targeted assistance programs, Title I nonpublic programs, and parent/community
outreach to ensure compliance with federal, state, and local guidelines
consistent with EveryStudent Succeeds Act (ESSA) guidelines in order to promote student achievement.
Duties and Responsibilities:
- Observes and monitors Title I instructional programs in school wide and targeted assistance schools to enhance program effectiveness and ensure compliance with federal, state and local guidelines;
- Monitors programs and develops evaluation tools to enhance program effectiveness;
- Provides support for school system initiatives as outlined in the Bridge to Excellence Master Plan;
- Assists with the collection, analysis and interpretation of data to drive instruction;
- Plans and organizes the implementation of Title I programs in participating schools with guidance from the director and supervisors;
- Assists with the interpretation of student data, the evaluation of program activities, and serves as a resource for instructional program modifications;
- Provides an overview to principals and school teams in the budget development process and expenditures of allocated funds to ensure compliance with federal, state, and local guidelines with the primary objectives of increasing student achievement;
- Informs principals, school staffs, area office and other central office staffs of Title I legislation;
- Provides guidance to area and central office personnel regarding the status and implementation of Title I instructional programs and initiatives including regulatory, programmatic, and fiscal requirements;
- Provides guidance and monitoring of supplementary Title I programs and initiatives;
- Provides technical assistance to schools in the development of Title I Plans to ensure that all components of the Title I program are evidenced throughout the schools instructional plan and that the plans meet Title I regulatory and state requirements;
- Assists with the preparation and submission of reports for Title I as required by the Bridge to Excellence Master Plan;
- May observe and evaluate teachers in a Title I school;
- Works collaboratively with the Title I staff, area and central office personnel and other departments to develop instructional programs, interventions, and appropriate professional development to support students and teachers in Title I schools; and
- Actively seeks the involvement of parents in the work of Title I schools and school improvement, and provides appropriate guidance, oversight, and monitoring of services to all students and families in Title I schools.
Qualifications:
- Keeps abreast of latest research, best practices, developments and techniques in the delivery of instruction for improving student achievement and narrowing performance gaps;
- Knowledge of instructional techniques, management skills and strategies for modifying curriculum to provide differentiated instructional support for all students;
- Knowledge of the Elementary Secondary Education Act as it applies to the Title I programs;
- Thorough knowledge of Prince George’s County Public Schools (PGCPS) organization and K-12 curriculum, program of studies, policies, and federal and state testing practices related to instruction and the Maryland College and Career-Ready State Standards;
- Considerable knowledge of system-wide school improvement planning and data analysis;
- Experience in determining program evaluation criteria and implementing ongoing program evaluation;
- Experience of working with cross-functional teams and diverse populations;
- Demonstrated leadership and administrative competency and experience of leading teams;
- Ability to analyze student performance and participation data to assist with completing a comprehensive needs assessment and identify root causes;
- Effective planning and organization skills, as well as the ability to multi-task and meet deadlines;
- Effective communication (oral and written) as well as human relations skills;
- Experience working with state, county and/or federal agencies; and
- Experience working with computers and other
Education and/or Experience Requirements:
Master's degree from an accredited institution in education, educational policy, administration or a related field. Five (5) years of successful teaching experience.
Certification:
Holds or is eligible for a valid professional license in Administrator I (historical) or Supervisor of Instruction, Assistant Principal, or Principal issued by the Maryland State Department of Education (MSDE).
Supervisory Responsibilities:
No direct supervisory responsibilities.
