Position Summary:

New Position – Effective July 1, 2026

Under the direction of the Director of Student Access and Wellbeing, the Instructional Supervisor of International Student Support will provide leadership and supervision for the International Student Office, including strategic oversight of international student enrollment services, counseling and intercultural support programs to ensure compliance, operational effectiveness and stakeholder engagement.  The incumbent of this position assists in developing an operational framework for the unit, developing a budget based on analysis of needs, and implementing the processes and procedures for evaluating programs and personnel. 

Duties and Responsibilities:

  • Provides leadership to and oversees the day-to-day operations of the International Student Office; supervises, trains and evaluates assigned personnel;
  • Oversees enrollment processes and documentation compliance for PreK-12 international students;
  • Manages communication and collaboration with school system departments (ESOL, Pupil Accounting, Academics, etc.)
  • Provides counseling support and multicultural engagement for students and families who are newcomers;
  • Coordinates reporting and data analytics for federal, state and local requirements;
  • Leads professional development and serves as a liaison to the community, agencies and exchange partners;
  • Leads the strategic planning and policy implementation for international student programs;          
  • Provides formal and informal counselor observations with meaningful feedback to counselors and office staff;
  • Attends Board of Education meetings to respond to programmatic inquiries;
  • Devises administrative and record keeping systems that satisfy federal, state and county requirements; participates in program audits by furnishing requested data and participating in interview sessions;
  • Designs and implements internal evaluation processes for the purpose of continuously identifying and incorporating improvement goals into the department’s operational plans;
  • Prepares reports required by the Maryland State Department of Education (MSDE) and responds when requested to informational requests by other system offices and outside organizations;
  • Evaluates assigned personnel in alignment with articulated Board of Education personnel guidelines and procedures; and
  • Performs other duties as assigned.

Qualifications:

  • Advanced understanding of international student services, cross-cultural counseling, federal/state enrollment requirements, and PGCPS policies;
  • Multilingual in reading, writing, speaking and listening preferred;
  • Ability to develop programs and operational procedures;
  • Strong human relation skills, especially in multicultural areas;
  • Strong oral, written and cross-cultural communication skills;
  • Broad knowledge of and sensitivity to international student characteristics and needs;
  • Knowledge and basic skills of computer usage (including Google, Excel, PowerPoint, Word, etc.);
  • Ability to collaborate across other offices and departments;
  • Exercises independent judgement;
  • Considerable knowledge of budgeting and reporting requirements; and
  • Demonstrated leadership and administrative competency.

Education and/or Experience Requirements:

Master’s degree from an accredited college or university in education, educational leadership, school counseling, school administration or a closely related field required. A minimum of five (5) years of successful experience in a K–12 educational setting, including at least three (3) years of administrative and/or supervisory experience required.

Certification:

Holds or is eligible for a valid professional license in Administrator I (historical) or Supervisor of Instruction, Assistant Principal, or Principal issued by the Maryland State Department of Education (MSDE); endorsement in school counselling required.  National Certified School Counselor (NCSC) or National Certified Counselor (NCC) preferred.

Supervisory Responsibilities:

Oversees and provides guidance and direction to assigned personnel.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
