Under the direction of the Supervising Budget Analyst, the Senior Budget Analyst performs highly responsible duties in the planning, preparation and monitoring of the annual budget. The incumbent of this position is responsible for leading and participating in difficult and complex budget development projections, calculations and analysis to support the budgetary needs of schools, departments and executive staff. The Senior Budget Analyst serves as a financial business partner with program managers to help facilitate resource allocation decisions and control expenditures within appropriated funding and categorical limitations.
Leads and participates in receiving, compiling, summarizing, evaluating and publishing preliminary operating and capital budgetary estimates and related program data for assigned departments;
Works closely with the Supervising Budget Analyst in developing and updating districtwide revenue and/or expenditure projections using effective forecasting models and methods;
Evaluates divisional budget narrative justifications and supporting materials for alignment with related budget estimates;
Participates in the development of procedural requirements in the form of budgetary workbooks, report formats or procedural manuals;
Partners with program managers for assigned schools, departments and/or divisions to provide guidance on expenditure budget and staffing adjustments, budgeting procedures and requirements; process budget realignment and position change requests; lead budget meetings and expenditure reviews; and provide GL Account inquiry support;
Performs periodic financial reviews, reevaluating full-year projections, monitoring and analyzing expenditures and staffing relative to budget;
Completes ad hoc projects and analysis as requested; and
Performs other duties as assigned.
Working knowledge of modern public administration principles and practices;
Working knowledge of governmental budgeting methods and the operational relationships between the budgeting, accounting and data processing functions;
Working knowledge of current literature and innovations in the field of governmental budgeting;
Ability to develop, implement and maintain a highly complex reporting system for budgetary data;
Ability to lead and participate in the collection and analysis of management information as it relates to budgetary planning and unit cost accounting;
Ability to write and edit narrative reports and budget materials;
Ability to establish and maintain effective and professional work relationships with other school officials, representatives of the county government and the general public;
Strong oral and written communication skills; and
Proficiency in Microsoft Excel and the ability to learn various enterprise systems, including HR, ledger and reporting.
Bachelor’s degree from an accredited college or university with major coursework in business or public administration, accounting, or a closely related field required; Master’s degree preferred. A minimum of four (4) years of experience serving in the role of budget analyst or similar position required. Considerable progressively responsible governmental or public school system administrative and budgetary experience preferred.
