Position Summary:
Under the direction of the Assistant Director, the Senior HR Information Systems (HRIS) Partner will serve as the primary subject matter expert for HRIS and will be responsible for maintaining and optimizing information systems. The incumbent of this position will work closely with members from Information Technology (IT), Budget and Management Services (BMS), Payroll and other departments as needed to build impactful partnerships and collaborate with various functional areas to provide HRIS administration and support. The Senior HRIS Partner will complete all operational activities and projects, as well as lead and participate in various HRIS implementations, system reviews, planning and testing. The incumbent of this position is responsible for the day-to-day transactions and oversight of the integrity of the data within the system used for decision-making, data collection and reporting.
Duties and Responsibilities:
- Serves as a lead in the ongoing requirements gathering, designing, building, testing and deployment of new functionality or modules of the HRIS;
- Partners with IT, BMS, Payroll and other departments to support the execution of system changes (i.e., updates, integrations, new configurations) and participates in all aspects of system testing and implementation;
- Oversees the approach and directs the strategy of data integrity, data governance and data validation;
- Performs system administration functions, including business process configuration and processing of role-based security related configurations;
- Evaluates, communicates and coordinates the functional and technical impacts of HRIS configuration decisions to appropriate teams; designs and provides training and guidance documents when appropriate;
- Oversees data management, including performing data audits, developing data cleanup strategies and creating cleanup tools/reports;
- Analyzes programs and systems to identify patterns, trends and areas for process improvements; identifies and escalates issues/risks proactively to appropriate stakeholders;
- Prepares reports and completes analysis of data; ensures reports and deliverables are completed on time and accurately;
- Follows data quality rules and processes to cleanup inaccurate data, standardize data entries and schedule data analysis reports;
- Provides HRIS systems maintenance and support; serves as a super-user and provides day-to-day user support, including troubleshooting system issues;
- Provides direct oversight, management, leadership, supervision and support to assigned team members; manages the day-to-day workflow to deliver strategic and effective services to the division and organization;
- Develops efficient reporting and analysis systems and processes for operational and non-operational data by leveraging current HRIS systems and incorporating other systems; and
- Performs other duties as assigned.
Qualifications:
- Extensive proficiency with HR information systems (Oracle Business Intelligence, preferred) transactional databases and nonoperational (staffing, forecasting, data warehouse) databases;
- Ability to prioritize and lead multiple work streams and members of the organization at different levels, backgrounds and skill sets;
- Ability to troubleshoot problems concerning HRIS and communicate with co-workers and end users of the system;
- Ability to read source documents, verify the accuracy of data, prepare reports and manage data storage and retrieval systems;
- Ability to analyze and present data, prepare reports and make presentations; familiarity with both qualitative and quantitative data collection;
- Ability to draw logical conclusions and make recommendations, and perceive organizational implications of decisions and recommendations;
- Ability to communicate complex information in a clear and precise manner;
- Considerable knowledge of public school administration and policies;
- Strong project management and problem solving skills; and
- Ability to maintain and foster a work environment centered on sensitive and confidential information/data.
Education and/or Experience Requirements:
Bachelor's degree from an accredited college or university in human resources, information technology or a related technical field required; Master’s degree preferred. A minimum of five (5) years of progressively responsible human resources data management and analysis experience with a minimum of three (3) years of successful supervisory experience required. Experience working in an urban school district or comparable governmental/public sector work preferred.
