Position Summary:

Under the direction of the Director, Student Support, the incumbent in this position provides systems development for the school district's Student Information System (SIS). The work involves full-range tasks in the analysis, design/development and testing of SIS applications and customizations across related functional areas and the development of requirements, data conversion and system implementation plans that ensures software is developed and deployed to the production environment, adheres to specified requirements, satisfies end-user needs and expectations, and meets the objectives of PGCPS.

Duties and Responsibilities:

  • Designs, develops and implements changes, extensions and enhancements to SIS application and reports following established software standards and conventions;
  • Meets with non-technical staff to define user requirements;
  • Analyzes and documents software solutions in a highly integrated SIS environment;
  • Plans SIS upgrades and software application deployment and ensures all deployments meet compliance, security and regulatory standards;
  • Designs, develops and maintains test plans, test cases and analyzes test results;
  • Assists with and/or conduct training sessions for analysts, developers, consultants and end users;
  • Prepares user guides and provides end user supports;
  • Identifies and applies the most innovative and efficient methods for developing and implementing software solutions;
  • Troubleshoots technical issues encountered by users, recommends resolutions, and resolves those problems in a timely manner;
  • Coordinates software system development efforts and revisions with project managers;
  • Works with commercial vendors to develop or integrate appropriate programs and/or interfaces;
  • Ensures compliance with data privacy laws (i.e., FERPA, GDPR);
  • Leads, mentors and supervises junior personnel when needed; and
  • Performs other duties as assigned.

Qualifications:

  • Thorough knowledge of software development practices, business and administrative management systems, and student information systems;
  • Demonstrated expertise in relational database management systems (RDBMS), Oracle and MS SQL Server preferred;
  • Hands-on experience with SIS (Synergy preferred), including its data model, web services and customization capabilities;
  • Proficiency in SQL, PL/SQL, data import/export and report generation;
  • Working knowledge of tools, such as SQL Developer, TOAD, JDeveloper and Oracle Application Express;
  • Proficiency in C#, Java and web application development;
  • Ability to provide assistance in determining the most feasible means for developing new software systems;
  • Ability to work collaboratively within a team and demonstrates effective interpersonal and relationship-building skills;
  • Strong oral and written communications skills and the ability to clearly convey business and technical concepts to non-technical personnel;
  • Ability to manage multiple concurrent projects; and
  • Ability to develop project plans and lead a cross functional team through the entire project’s lifecycle.

Education and/or Experience Requirements:

Bachelor’s degree from an accredited college or university in computer science or a related field, or any equivalent combinations of experience and training which provides the required knowledge, skills, and abilities.   A proven record of success as a developer, with six (6) years of application development experience required.   Some experience or familiarity with large scale computerized systems.
