Position Summary:

Under the direction of the Director of Transportation and Central Garage, the Supervisor of Central Garage is responsible for planning, organizing, managing, appraising and controlling the maintenance and repair of an extensive fleet of vehicular equipment and operation of central garage facilities on a multi-shift basis.  The incumbent will be responsible for supervising the operations staff, including overseeing work assignments, schedules, evaluations, work products and quality control.

Duties and Responsibilities:

  • Develops and implements programs related to preventive maintenance, repairs and inspection of a large fleet of school buses, automobiles, trucks and other vehicular equipment;
  • Develops annual budgets for fleet maintenance, repairs, fuel and other operational costs and monitors expenditures to ensure they stay within budget;
  • Allocates funds to high-priority areas such as essential repairs, safety upgrades and fuel management, and makes informed decisions to balance short-term needs with long-term investments;
  • Evaluates work methods, costs and other data to ascertain levels of overall efficiency and effectiveness, and makes recommendations to improve day to day operations, procedures and techniques to effect better use of personnel, equipment, materials and space;
  • Develops priorities, production standards and controls over maintenance equipment and supplies;
  • Carries out supervisory responsibilities in accordance with organization’s policies and applicable laws, which include conducting interviews, making hiring recommendations, staff development, performance evaluation, complaint resolution, and problem solving;
  • Collaborates with the Director of Transportation and Central Garage to determine requirements in preparing technical specifications for the purchase of equipment and materials, and makes recommendations for additional and/or replacement garage equipment;
  • Oversees the development of any organizational changes in structures, determining personnel requirements, and assigning personnel to work shifts and work locations; and
  • Performs other duties as assigned.

Qualifications:

  • Familiarity with local, state and federal regulations governing school transportation, including safety standards;
  • Knowledge of budgeting principles and experience in allocating resources effectively to maintain and improve the transportation fleet;
  • Understanding of HR principles to effectively manage personnel, including recruitment, training and performance evaluation;
  • Ability to analyze transportation data to identify trends, evaluate performance metrics, and make data-driven decisions to improve efficiency and service quality;
  • Strong verbal and written communication skills to effectively communicate with stakeholders, including school administrators, parents, staff and regulatory agencies;
  • Ability to make informed decisions under pressure, weighing risks and benefits while considering regulatory compliance, budget constraints and student safety;
  • Excellent organizational skills to manage multiple tasks simultaneously, prioritize activities, and meet deadlines in a fast-paced environment;
  • Ability to negotiate contracts with vendors, suppliers and service providers to obtain competitive pricing and favorable terms;
  • Proficiency in using transportation management software, GPS systems and other technology tools to streamline operations and enhance efficiency;
  • Commitment to ongoing professional development and a proactive approach to identify areas for improvement and implement process enhancements to optimize fleet performance; and
  • Ability to build and foster a cohesive team environment, empowering staff, recognizing achievements, and providing opportunities for professional growth and development.

Education and/or Experience Requirements:

Bachelor’s degree from an accredited college or university in business administration, engineering, maintenance management or related field required. A minimum of seven (7) years’ experience managing fleet services in all business areas.

Certification:

Possession of an appropriate and valid Maryland Motor Vehicle License with a driving record indicating five (5) or fewer current points of which no more than three (3) shall have been accumulated as a result of traffic violations occurring while operating a Board of Education vehicle.  Possession of a Commercial Driver’s License (CDL) Class "B" with endorsements "P" (Passenger) and "S" (School Bus) required; CDL Class "A" with "P" (Passenger) and "S" (School Bus and Air Brake) preferred. ASE Master Certification strongly preferred.
