Blueprint for Maryland’s Future

Introduction

The Blueprint for Maryland’s Future is groundbreaking legislation, passed in 2021, that promises a world class education for all students in the state of Maryland. Each school system is charged with developing a plan to implement the requirements of the Blueprint. This 10-year initiative is comprehensive and transformational; thus, it requires a phased approach.

In March and May of 2024, PGCPS submitted its updated draft plan to the Accountability and Implementation Board (AIB) and the Maryland State Department of Education (MSDE). On September 4, 2024, the AIB and MSDE fully approved the Prince George’s County Public Schools 2024 Blueprint Plan. The next iteration of the plan is due to the AIB in spring of 2027.

Prince George's County Public Schools (PGCPS), along with the other 23 local education agencies (LEAs), was asked to create a plan that ensures the Blueprint for Maryland's Future is implemented based on the requirements of the law.

Thus, part of the process requires monitoring, reviewing, and evaluating each LEA’s implementation of their plan. More specifically, the Blueprint legislation requires MSDE to establish, administer, and supervise an Expert Review Team to observe classes, conduct interviews and focus groups, and use other data to analyze the implementation of the Blueprint for Maryland’s Future in schools. Additionally, the Expert Review Team will determine the underlying causes for student performance problems, evaluate behavioral health services provided in schools, and develop recommendations to address identified issues.  There were 35 elementary schools selected for the review process in PGCPS during the 2024-2025 school year with the focus areas being mathematics and literacy. PGCPS is currently awaiting the new list of schools for the 2025-2026 school year.

More information about the Expert Review Team can be found on the Expert Review Team webpage.
