The Accounts Payable Manager is responsible for managing the day-to-day operations of the Accounts Payable Office which processes non-payroll disbursements to individuals, partnerships, corporations, and other entities.
Performing responsible supervisory, accounting and analytical tasks related to invoice payments and management of accounts payable;

Supervising assigned personnel, which includes work allocation, training, and problem resolution; evaluating performance and makes recommendations for personnel actions;
Ensuring timely and accurate processing of invoice/payment documents supporting purchase orders, travel reimbursements, and stipends, while ensuring compliance with board policies and procedures;
Interacting with internal and external auditors, participates in various auditing projects, and providing information and access to accounting records as required;
Assuring the accuracy of invoices due based on authorized receipts against purchase orders;
Implementing procedures to ensure effective and efficient management of accounts payable;
Communicating with vendors, reconciling discrepancies and assuring prompt payment of invoices;
Managing operations, procedures, plans, and services to effectively and efficiently support the responsibilities of the Accounts Payable Office;
Supervising the preparation of accounting data for the financial information system;
Managing the financial information system and troubleshoots system problems;
Acting as a functional lead for the Accounts Payable Office on all system upgrades and testing related to the financial system;
Reviewing reimbursement requests, invoices, and payments for accuracy, compliance with internal controls, and appropriate account allocation;
Maintaining control of invoices and related accounts payable aging schedules;
Preparing monthly and year end processing schedules including annual Form 1099s;
Planning, establishing, and documenting policies and procedures to support accounts payable accounting and operating functions; and
Preparing monthly financial analyses, reports and supporting schedules as needed to ensure quality service that is effective, efficient and accountable.
Extensive knowledge of the operation of a large, complex Accounts Payable Office;
Thorough knowledge of accounting and related methods used in keeping fiscal accounts;
Knowledge and proven experience with computerized Accounts Payable Systems (Oracle experience a plus);
Knowledge of office procedures, routines and equipment;
Ability to plan, direct, and evaluate the work of others;
Ability to develop and maintain effective working relationships both inside and outside the school system; and
Mental alertness, good judgment, accuracy, and integrity.
Bachelor's degree from an accredited college or university in Accounting, Business Administration, or Business Management with five (5) years related experience in a large scale Accounts Payable operation, including supervision of staff and responsibility for administrative procedures performed; demonstrated experience in accounting, analysis, and supervision; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
