Position Summary:
Under the direction of the Senior Compensation and Classification Partner, the Compensation and Classification Advisor will support the strategic development and execution of the organization's compensation plan and classification strategies, policies and programs. The incumbent of this position will serve as a strategic advisor in the design and implementation of process improvements and in the review and monitoring of compensation and classification programs. The Compensation and Classification Advisor will advise on all matters related to compensation and classification and ensure compliance with all negotiated agreements, as well as related district, local, state and federal policies, procedures and regulations.
Duties and Responsibilities:
- Serves as a consultant and strategic advisor to district leaders in the analysis of current workforce composition and position descriptions, and makes recommendations to support the strategic and transactional needs of the organization;
- Researches and resolves complex compensation and classification issues which have been escalated for resolution; prepares and maintains related documents and notifications;
- Works with Payroll, IT and other departments to develop, modify and implement reports and concurrent processes in support of all compensation and classification functions; leverages technology to support compensation and classification programs;
- Advises departmental officials on courses of action and makes recommendations concerning matters which affect compensation and classification in alignment with all negotiated agreements, and related district, local, state and federal policies, procedures and regulations; leads, coordinates and cross-trains HR staff and district leaders around compensation and classification programs and initiatives;
- Collects, analyzes and presents data and findings to inform strategic planning efforts;
- Identifies the need for and conducts comprehensive studies to design and plan future strategic compensation and classification programs that are responsive to dynamic changes in the department's mission and industry standards; reviews and drafts policies and procedures ensuring accuracy and efficiency;
- Reviews contract proposals and makes recommendations for items related to compensation and classification in light of laws, federal regulations and internal policies; coordinates and participates in management activities to formulate implementation strategies;
- Supports the branding of the office through employee communications, website management and presentations;
- Serves as the lead on all special projects;
- Represents the office at meetings and serves on committees as requested; and
- Performs other duties as assigned.
Qualifications:
- Thorough knowledge of Prince George's County Public Schools mission and organizational structure to provide effective advisory and assistance services;
- Knowledge of strategic compensation and classification systems, programs and processes;
- Knowledge of knowledge of position evaluation and classification principles, practices and procedures;
- Knowledge of the principles and objectives of personnel administration, including wage and salary administration;
- Highly skilled in verbal and written communication to convey a wide variety of information to diverse audiences in an understandable and acceptable manner, using a variety of methods as suited for the type of presentation;
- Proficient in Microsoft Office suite, with particular strength in Excel; must also be proficient in PowerPoint, Word, Gmail, etc., and skilled using the internet for work related research;
- Ability to gather and analyze facts, draw logical conclusions, devise practical recommendations, and perceive organizational implications of decisions and recommendations;
- Ability to prioritize and lead multiple work steams; ability to analyze issues, shift priorities, and cope with ambiguity in a fast-paced environment;
- Ability to analyze and present data, prepare reports and make presentations; and
- Ability to maintain confidentiality.
Education and/or Experience Requirements:
Bachelor’s degree from an accredited college or university in human resources, business administration or a related field required; Master’s degree preferred. A minimum of five (5) years professional level human resources experience with at least three (3) years of related compensation and/or classification experience required. Previous experience in a large unionized environment preferred.
Certification:
SHRM, PHR or similar certification preferred.
Supervisory Responsibilities:
No direct supervisory responsibilities.
