Position Summary:
Under the direction of the Instructional Supervisor, the English Language Development (ELD) Testing Coach will play an integral role in accomplishing ELD initiatives focusing on international student enrollment, testing and data collection. This position will provide direct assistance to the ELD Testing Team, as well as maintain compliance with federal and state mandates around Title III English language development programs and assessment.
Duties and Responsibilities:
- Administers diagnostic assessments and makes placement decisions for incoming or returning international students through the International Student Admissions and Enrollment Office (ISAEO) and through the referral and Pre-K/Kindergarten screening processes in schools;
- Provides technical assistance to schools in the proper administration of the annual English language proficiency assessments; administers the annual English language proficiency assessment to multilingual learners in schools during the test administration window;
- Enters accurate student data into source systems; manages, disseminates and interprets international student data in order to advance student achievement;
- Manage the multilingual learner and reclassified-multilingual learner accommodations process through established committee guidance for schools and comprehensive electronic documentation and reporting;
- Communicates with families of international students, individually and program-wide, regarding placement decisions, program options, school choice, assessment results, etc.;
- Acts as a liaison, serves on committees and attends conferences and briefings to advance goals for multilingual learners; including engaging with central office and school staff, other educational jurisdictions, Maryland State Department of Education (MSDE), and community and professional organizations;
- Conducts professional development on English language proficiency test administration, selection, administration and evaluation of accommodations, and other topics as needed;
- Manages materials of assessment, including placing orders, keeping records and distributing supplies to schools;
- Develops schedules to assign central office ELD staff to various testing and training duties;
- Oversees documentation required for Title III accountability to prepare for federal and state reports, audits and monitoring visits;
- Assists the Instructional Supervisor in the planning and implementation of Title III special projects; and
- Performs other duties as assigned.
Qualifications:
- Reliable transportation in the expectation that duties will involve travel;
- Minimum of five (5) years of experience working with linguistically diverse populations;
- Excellent knowledge of Microsoft Office and Google;
- Ability to work with diverse populations;
- Ability to speak English and another language conversationally (Spanish or French preferred);
- Strong oral and written communication skills; and
- Excellent human relations skills.
Education and/or Experience Requirements:
Bachelor’s degree, Master’s preferred, from an accredited college or university in education or related field; at least five (5) years of working in a cross-cultural, educational setting.
Certification:
Holds or is eligible for a Professional Certificate in ESOL issued by the Maryland State Department of Education (MSDE); Advanced Professional Certificate preferred.
Supervisory Responsibilities:
No direct supervisory responsibilities.
