Position Summary:
The Instructional Supervisor is responsible for providing guidance to staff and external stakeholders in participating schools. Responsibilities involve monitoring department programs and initiatives and executing administrative responsibilities as required. The Instructional Supervisor assists in developing an operational framework for the unit, developing a budget based on analysis of needs, and implementing the processes and procedures for evaluating programs and personnel in the unit. Special assignments are received through conferences, written instructions, and requests from the supervisor, affording latitude for independent judgment and action in the performance of duties.
Duties and Responsibilities:
- Serves in the absence of the Coordinating Supervisor/Director, communicating department directives and serving as liaison to the school system and other agency personnel;
- Collaborates with appropriate offices/departments to promote effective communication flow about priorities, directives, and accountability and to ensure the use of common data analysis and data preparation mechanisms;
- Collaborates with department supervisors on the evaluation of plans submitted by schools to ensure that funded initiatives help all student populations meet challenging state content and performance standards;
- Assists in the planning, designing and coordination of professional development and training to school-based staff on effective instructional strategies, data analysis, county and state assessments, current research and trend data, education reform efforts, and curriculum resources;
- Provides leadership and support to instructional personnel and content coaches to ensure compliance with laws, policies and regulations pertaining to departmental goals;
- Provides leadership to schools in the implementation of research-based and high impact practices that promote student achievement;
- Represents the department at meetings and conferences; attends Board of Education meetings to respond to programmatic inquiries;
- Maintains strict fiscal accountability through the review of financial documents and procurement requests for central office operations and for requests submitted by schools utilizing related grant funding;
- Designs and implements internal evaluation processes for the purpose of continuously identifying and incorporating improvement goals into the department’s operational plans;
- Assists in the writing, reviewing and dissemination of communication documents including newsletters, brochures, compliance reports, internal and external memorandums, surveys, profiles, evaluations and concept papers;
- Assists in the planning, analysis, implementation and monitoring of school improvement plans for schools;
- Prepares reports required by the Maryland State Department of Education (MSDE) and responds when requested to informational requests by other system offices and outside organizations;
- Facilitates the development of and implementation of school-based professional learning communities;
- Evaluates assigned personnel in alignment with articulated Board of Education personnel guidelines and procedures;
- Assists with interviewing and selection of department personnel; and
- Performs other duties as assigned.
Qualifications:
- Knowledge of current education principles, practices and procedures;
- Knowledge of MSDE and PGCPS expected outcomes, and federal and state laws related to instructional responsibility;
- Ability to effectively work with principals, specialist and teachers to implement and monitor programs;
- Ability to relate effectively to and work with parents, students, staff and external agency representatives;
- Demonstrated leadership experiences in assessing needs and program implementation;
- Ability to work independently and to exercise initiative in carrying out program duties and responsibilities;
- Ability to train, and coordinate;
- Demonstrated human relations, oral, written communication, planning, organizational and management skills;
- Demonstrated experience with federal programs and/or working with schools in school improvement; and
- Considerable knowledge of budgeting and reporting requirements.
Education and/or Experience Requirements:
Master’s degree from an accredited college or university in education or a closely related field required. A minimum of five (5) years of successful teaching experience with a minimum of two (2) years of administrative and/or supervisory experience required.
Certification:
Holds or is eligible for an Advanced Professional Certificate appropriate to area of assignment issued by the Maryland State Department of Education; Administrator I Certification required.

Oversees and provides guidance and direction to assigned personnel.
