Position Summary:

The Instructional Supervisor has the overall responsibility to assist in the planning, developing, implementing, coordinating, supervising and evaluating of K-12 English Language Development (ELD) programs in the district.  The incumbent of this position assists the Coordinating Supervisor in developing an operational framework for the unit, developing a budget based on an analysis of needs, and implementing the processes and procedures for evaluating programs and personnel in the unit. 

Duties and Responsibilities:

  • Develops school-based instructional programs for multilingual learners;
  • Evaluates the design and delivery of research-based instructional practices multilingual learners at all levels;
  • Directs the ongoing revision and implementation of the PGCPS ELD Strategic Plan;
  • Conducts assessments, data collection and analysis of formal and informal data for use in targeting and monitoring the effectiveness of elementary and/or secondary ELD programs;
  • Assists in the development and management of the budgeting process for ELD programs and federal Title III funds;
  • Evaluates and purchases instructional materials, textbooks, software and media;
  • Supervises the preparation of curriculum guides and modified content material for all grade levels;
  • Provides professional development for educators of multilingual learners and other professional personnel;
  • Conducts formal observations of educators using the district’s framework, look fors, and other observation tools;
  • Makes presentations within and outside the school system;
  • Maintains statistical data on all multilingual learners and analyzes English Language Proficiency (ELP) and grade level test data to inform project decisions;
  • Coordinates requests from schools for assistance in working with multilingual learners;
  • Collaborates with other departments to align curriculum, strategies and support services to provide district-wide support for multilingual learners;
  • Advocates for equity and access for multilingual learners based on research-based instructional practices;
  • Organizes the process for the identification and placement of eligible students for ELD services ad support;
  • Supports the development and monitoring of the Title III grant and allowable activities;
  • Oversees English language proficiency testing;
  • Develops and monitors progress for the district’s School Performance Plans and reporting for the Maryland State Department of Education (MSDE) and the Prince George’s Board of Education;
  • Serves as a liaison with state, county, university and community organizations to network on behalf of the district and acquire the most current, relevant information pertaining to the education of multilingual learners; and
  • Chairs ad hoc committees; and
  • Performs other duties as assigned.

Qualifications:

  • Ability to monitor the implementation of the ELD curriculum and collect feedback to support the continuous improvement of ELD instructional guides and instruction in schools;
  • Knowledge of multicultural teaching approaches and materials;
  • Ability to work collaboratively to develop curricular documents and assessments for multilingual learners;
  • Ability to work effectively with classroom teachers, instructional specialists, and professional organizations in providing rigorous academic experiences for elementary and/or secondary multilingual learners;
  • Experience developing elementary and/or secondary ELD curriculum and assessments aligned with local and state standards;
  • Demonstrated expertise in the range of issues and programs relevant to the advancement of multilingual learners;
  • Demonstrated ability to write successful grant proposals preferred;
  • Effective oral and written communication skills; and
  • Excellent human relations skills.

Education and/or Experience Requirements:

Master’s degree from an accredited college or university required; emphasis in TESOL and course work in curriculum development preferred.  A minimum of five (5) years of successful teaching experience for multilingual learners, including teaching across disciplines and with diverse populations and a minimum of five (5) years of administrative experience required.

Certification:

Holds or is eligible for an Advanced Professional Certificate in ESOL K-12 with the Administrator I endorsement issued by the Maryland State Department of Education (MSDE).  Certified in Framework for Teaching observations preferred.

Supervisory Responsibilities:

Assist in overseeing and providing guidance to the unit staff.
