Position Summary:

Under the direction of the Director, the Professional Learning Opportunities Advisor will coordinate with internal and external stakeholders to research grant opportunities and submit grant proposals that are concise and competitive with a particular focus on securing local, state, federal and/or private funding to support the initiatives of the Office of Professional Learning and Leadership.  The incumbent of this position will be responsible for meeting established professional learning opportunity goals and objectives, metrics reporting, as well as supporting efforts to execute innovative professional learning opportunity initiatives.

Duties and Responsibilities:

  • Conducts grant searches across a variety of funding sources to identify competitive local, state, federal and private funding opportunities to support Prince George’s County Public Schools’ (PGCPS) professional learning needs;
  • Stays abreast of the priorities and initiatives of the Office of Professional Learning and Leadership in order to incorporate pertinent and relevant information into the development of compelling and competitive grant proposals;
  • Provides overall coordination and fiscal monitoring of grants and other selected revenue sources;
  • Manages and prepares grant records and documents; meets deadlines for the completion and submission of grant proposals and reports;
  • Guides prospective private, university and community-based grant partners’ adherence to PGCPS policy, procedures and practices for engagement in grant-funded partnerships;
  • Interprets local, state and federal guidelines for grants and provides information to appropriate PGCPS staff;
  • Establishes and maintains strong, positive working relationships with potential grantors and stakeholders; serves as the liaison between PGCPS and grantors;
  • Assists with the identification and development of professional learning opportunities with a strong focus on the growth and retention of employees;
  • Partners with HR staff and other key stakeholders to support the development, execution, analysis and monitoring of initiatives and programs;
  • Partners with the certification, staffing and employee evaluation teams to effectively support the employee lifecycle to optimize retention and development efforts;
  • Establishes outreach and communication protocols and procedures to support professional learning opportunity initiatives;
  • Leverages technology to track, collect and analyze metrics to inform strategic planning efforts; and
  • Performs other duties as assigned.

Qualifications:

  • Experience and expertise in writing competitive grant proposals, conducting research and/or developing evaluation reports;
  • Considerable knowledge of trends in federal, state, and other funding sources, funding mechanisms and the grant proposal development process;
  • Knowledge of grant-related regulations, policies and procedures, as well as the ability to apply and interpret those of the school system and other sponsoring agencies;
  • Strong organizational, proposal development and grant-writing skills with the ability to provide technical support to staff as required;
  • Excellent interpersonal skills, group communication skills and the ability to work effectively with a wide range of constituents in a diverse community;
  • Ability to prioritize and execute multiple projects simultaneously;
  • Ability to work effectively with limited supervision and oversight; and
  • Ability to effectively analyze a variety of school system data and correctly determine the implications of such data on strategic goals.

Education and/or Experience Requirements:

Bachelor's degree from an accredited college or university in business administration, education, project management or a closely related field required; Master’s degree preferred. A minimum of four (4) years of successful experience in educational research and/or proposal development required; previous experience in education and/or a public sector setting preferred.
