Position Summary:

Under the direction of the Supervising Budget Analyst, the Senior Budget Analyst performs highly responsible duties in the planning, preparation and monitoring of the restricted grants budget. The incumbent of this position is responsible for leading and participating in difficult and complex restricted grants budget development projections, calculations and analysis to ensure restricted grant funds support the budgetary needs of schools, departments and executive staff. The Senior Budget Analyst serves as a financial business partner with grant program managers to help facilitate resource allocation decisions highlighted in the approved grant applications and makes certain that restricted allowable expenditures align with appropriated approved categorical funding levels.

Duties and Responsibilities:

  • Works closely with the Supervising Budget Analyst in developing and updating forecasting models and methods for grants;
  • Manages and monitors a portfolio of assigned complex federal, state and local grants;
  • Serves as a financial business partner and provides grant budgetary guidance to grant program managers and executive leaders;
  • Performs duties in the planning, preparation and monitoring of the annual restricted grant budget;
  • Participates in complex budget development projections and calculations for grant funded programs;
  • Performs periodic financial reviews and analysis on staffing for grant funded programs;
  • Provides audit support, forecasting and budget development for new and existing grant opportunities;
  • Completes special restricted grant projects and analysis as requested;
  • Monitors grant compliance with federal, state and local requirements; provides advice on grant program budget formulations based on various grant program requirements;
  • Investigates and resolves grant allowable cost inquiries;
  • Provides review of grant budget journal/spending plans as aligned with approved grant applications; and
  • Performs other duties as assigned.

Qualifications:

  • Working knowledge of modern public administration principles and practices;
  • Working knowledge of governmental budgeting methods and school system grants finance and budgetary requirements;
  • Knowledge of the federal Uniform Grants Guidance, Education Department General Administrative Requirements and state grant compliance preferred;
  • Ability to develop, implement and maintain a highly complex reporting system for grant budgetary data;
  • Ability to lead and participate in the collection and analysis of management information as it relates to grant budgetary planning;
  • Ability to work both independently and as a member of a team;
  • Ability to write and edit narrative reports and budget materials;
  • Ability to establish and maintain effective and professional work relationships with other school officials, representatives of the county government and the general public;
  • Strong oral and written communication skills; and
  • Proficiency in Microsoft Excel and the ability to learn various enterprise systems, including Oracle.

Education and/or Experience Requirements:

Bachelor’s degree from an accredited college or university with major coursework in business, finance, accounting, or a closely related field required.  A minimum of four (4) years of experience serving in the role of budget analyst or similar position required.  Considerable progressively responsible governmental or public school system administrative and budgetary experience preferred.
