Position Summary:
Under the direction of the Director of Grants Financial Management, the Supervising Accountant performs highly responsible duties and supervisory work in the monitoring, tracking, and management of restricted grant revenue and expenses. The incumbent is responsible for supervising and participating in the most difficult and complex grant accounting and management analysis projects in addition to providing primary grant accounting functions associated with compliance and financial reporting that includes A-133 Single Audit schedules and the restricted portion the Maryland State Department of Education Annual Financial Report.
Duties and Responsibilities:
- Reviews and corrects biweekly payroll for restricted grants;
- Reviews and approves the Maryland State Department of Education (MSDE) monthly billing process;
- Reviews and approves grant drawdown reimbursements for various grantors;
- Provides monthly detail expenditure reports to grant program managers;
- Reviews and approves journal entry adjustments;
- Prepares the annual Indirect Cost Recovery Plan for the school system;
- Oversees and prepares the annual Financial Reporting and A-133 Single Audit;
- Works closely with the Director and staff in the planning and preparation of periodic and annual grant accounting reports;
- Reviews and approves all cash receipts for grant funded programs;
- Participates in the formation and updates of grant procedures and policies;
- Provides expert advice and consultation to senior staff regarding corrective action to audit findings;
- Investigates and resolves issues relating to grant management with public stakeholders, school officials and executive leadership;
- Provides strategic recommendations regarding grant finances in order to maximize spending and resources for approved objectives;
- Supervises the operation and workflow of the office, shifting staff members, as needed, to meet the objectives of the work plan and to ensure that deadlines are met;
- Monitors assignments for quality, efficiencies, timeliness and tracks ongoing management analysis metrics to determine if goals are being met and/or initiation of remedial actions are necessary; and
- Performs other duties as assigned.
Qualifications:
- Knowledge of the Uniform Grants Guidance (UGG), federal cost principles, general accounting principles, Financial Reporting Manual for Maryland Public Schools and Maryland State Department of Education Staff Reporting Standards;
- Knowledge of the research and statistical principles, methods, and procedures applicable to governmental budgeting and accounting;
- Strong leadership and supervisory skills; ability to plan, monitor and supervise the work of others;
- Ability to analyze issues, shift priorities and cope with ambiguity in a fast-paced environment;
- Ability to think critically and problem solve;
- Ability to work both independently and as a member of a team;
- Ability to communicate and present effectively both orally and in writing; ability to prepare concise administrative and financial reports;
- Computer proficiency with primary emphasis on office organizational tools, spreadsheets, databases, and the Microsoft Office product suite; Oracle database system is highly preferred;
- Demonstrates methods of fact finding and research analysis to resolve complex accounting issues;
- Ability to exercise judgment and discretion in applying and interpreting policies and procedures; and
- Ability to establish and maintain effective working relationships with school officials, employees, and the general public.
Education and/or Experience Requirements:
Bachelor’s degree from an accredited college or university in accounting, business management or a closely related field required. A minimum of two (2) years of supervisory experience with progressively responsible experience in federal grant regulations.
Certification:
Certified Public Accountant (CPA) preferred.
Supervisory Responsibilities:
Oversees and provides guidance and direction to department staff members.
